Local Time at the Town Hall for 2026 concrete replacementand repair work, Town of Grand Island, New York.The Proposals will be received in accordance with the Specifications prepared by the TownEngineering Department all of which are on file with the Town Clerk at her office in the Town Hall,Grand Island, New York, where same maybe examined during the usual business hours.Copies of said Specifications may be obtained at the office of the Town Clerk, Town of Grand Island,2255 Baseline Road, Grand Island, New York, 14072, on or after April 17, 2026 between the hoursof 8:30 A.M. and 4:30 P.M.The Town of Grand Island reserves the right to reject any and all Bids, waive any informalities, or tomake an award to the lowest responsible Bidder for each item.No Bidder may withdraw his Bid within forty-five days after the date set for the opening thereof, butmay withdraw same at any time prior to the scheduled time for the opening of Bids.Each Bid Proposal must be submitted per the Specification Booklet, enclosed in a sealed envelopeaddressed to the Town of Grand Island. Sealed Bid Proposals & Non-Collusive Bidding Certifications will be received on behalf of theTown of Grand Island (the “Town”) by the Department of Engineering and Water Resources atTown Hall, 2255 Baseline Road, Grand Island, New York 14072 for concrete replacement andrepair work.2. Most work will be sidewalk, driveway and curb replacement/repair resulting from watermain forsewer main repairs. No minimum or maximum quantity set. The Bidder understands that andagrees to enter into a contract to provide bid items at the unit prices stated in the price sheet3. Bid prices are to be firm from time of award through 2026.4. The Town is not subject to sales tax or federal excise tax. Exemption certificates will be furnishedupon request on forms provided by the successful bidder. The bid prices shall not include thesetaxes.5. All employees shall be paid New York State prevailing wage rates when performing work to bepaid for under this contract. Certified payrolls to be provided by contractor upon request.6. Contractor to provide Certificate of Insurance with Town of Grand Island listed as additionalinsured (see Appendix B)7. The work required under this specification to include all labor, materials and services necessaryfor removal and replacement of concrete work at various locations as designated by the TownEngineer.All forms shall be substantially built according to recognized good practice for the method ofmaterials employed. Wood forms shall be constructed of match lumber not less than 1” nominalthickness or plywood not less than ½” thick. 2” x 4” shall be the minimum material used for studsand walls. Steel forms shall be true and square, free from dents or other injury and shall beadequately bolted or otherwise fastened together.All forms are to be built true to line and grade and adequately secured and braced to preventmovement under pressure of wet concrete. Projecting wires or belts that are used for holdingforms and that pass through the concrete shall be cut off beneath the surface and ends coveredwith concrete.All cement used should be Portland or equal and minimum 5-1/2 bag mix and meet the latestspecifications of the American Society for Testing Materials.Fine and coarse aggregates for concrete shall conform to the “Standard Specifications forConcrete Aggregates” (ASTM) Designation C-33.Water used in mixing concrete shall be clean and free from strong acids, alkalis, or organicmaterials.Transit mix concrete may be used provided such concrete meets all provisions of thesespecifications for material and quality.All reinforcing bars and welded wire mesh shall be of good quality and meet the approval of theSuperintendent.SPECIFICATIONS (Page 2 of 2)Driveways, sidewalks and other flat work shall have a minimum thickness of 4”.Price should include sealing.8. All dish curb replacement, when necessary, shall be replaced in-kind and upright curb as perthe attached detail sheet (Appendix A).9. Town of Grand Island will pay “short load fee” if contractor receives approval from the TownEngineer prior to delivery.10. The placing in the mail of a Notice of Award addressed to the successful bidder at the addresslisted in his bid will be considered sufficient notice of acceptance of his bid.11. All job locations provided to the contractor with notice to proceed shall be completed within 45days. All locations provided to the contractor thereafter shall be completed within 60 days.12. Failure to deliver within the time frames set forth in said paragraphs may be determined asabandonment of the contract/agreement and result in termination. In the event of such a default,the Town shall have the right to seek an alternate contractor for the work. This guarantee shallnot extend to circumstances completely beyond the vendor’s control, such as serious weatherrelated delays or circumstances deemed an “act of God”13.
