The City intends to sell these cottages at cost to City, School District, or Lebanon Housing Authority employees as a means to directly address the housing crisis facing local government employees. The City seeks proposals for the provision of the modular housing units.
BackgroundThe current plan is to install factory built modular cottages on full foundations, with each cottage made up of two (2) modules providing approximately 1,000 sf of finished living space. The attics will be inaccessible. The basements will be set up for owner finishing in the future.
City forces, supplemented by a hired project manager, will serve as the general contractor. Both City personnel and the project manager have extensive direct experience with modular construction at this scale. The City will let contracts directly to sub-contractors for site work, foundations, setting and finishing crews, MEP trades, and other required work.
The plans show a concept design for the four identical cottages (note cottages 4 and 5 will be flipped in orientation to fit the site), and cottage 1, which is a Type A accessible home. The attached outline specifications should serve as a guide as to the general level of fit-out and finishes desired.
The City is prepared to pay for pre-construction design fees upon selection of the Manufacturer, but will not place an order for actual construction of the modules until after an affirmative vote of the City Council to proceed with construction. The City Council vote is expected in January 2026. The City reserves the right to cancel the project at any time for any reason.
Proposal Requirements. In addition to customary corporate sales literature, proposals must include the following:

- Examples of similar homes and affordable housing projects the manufacturer has completed.
- Current pricing for providing the modules built to the City’s concept design and generally conforming to the outline specifications and delivered to the site. The City understands that:

- Final pricing is subject to further design details and selected options.

- Final pricing may also be affected by cost escalation/inflation and tariffs by the time an order is placed and a deposit paid in late January 2026 for delivery in July 2026. Provide comments on expected cost escalation.

- The various modular manufacturers have different sales terms and operational practices regarding shipping and delivery of the modules and the provision of a setting crew and crane, as well differing details regarding what is provided by the factory and what must be done on site by others to complete the home.
- Deposit and payment schedule. The City intends to make a design deposit upon selection of the manufacturer to permit the design and specifications to be completed by the end of October 2025.
