INTRODUCTIONThe Salish Behavioral Health Administrative Services Organization (SBH-ASO) is requestingproposals for the provision of R.E.A.L. Program services across Clallam and Kitsap Counties.R.E.A.L. PROGRAM: RECOVERY.EMPOWERMENT.ADVOCACY.LINKAGEEach R.E.A.L. Program team provides full R.E.A.L. team services in accordance with theRecovery Navigator Program Uniform Program Standards with the staff makeup, includingreferral and outreach staff and care managers, that meets community needs. Referrals are acceptedand responded to 24 hours a day. The R.E.A.L. Program provides community-based support toadults and youth in need, including:• Community-based outreach;• Brief Wellbeing Screening (intake);• Referral services;• Program Screening and Needs Scale (comprehensive assessment);• Connection to services; and• Warm handoffs to treatment and recovery support services along the continuum of care.Additional supports to be provided as appropriate, include, but are not limited to:• Long-term intensive outreach support/care management.• Development of Success Plan.• Recovery coaching.• Recovery support services.o Utilize flexible participant funds within available funding.• Treatment.Priority population:• The priority population of the R.E.A.L. Program are individuals with substance usedisorders and/or co-occurring substance use disorder and mental health who are at risk ofarrest and/or have frequent contact with first responders (including law enforcement andemergency medical services), community members, friends, family, and who could benefitfrom being connected to supportive resources and public health services when appropriate.Referral process:• Law Enforcement is considered a priority referral and R.E.A.L. Programs accept referralsfrom diverse sources, including community members and system partners.Page 3 of 11o For counties with multiple R.E.A.L. Programs, referral is based on referent orindividual choice and assessed needs. R.E.A.L. Programs coordinate and transition individuals upon request.o There is “no wrong door” for an individual to be referred to R.E.A.L. Programs.• Referrals may be completed by direct access phone number, voicemail, in-person, or othermeans as indicated.o R.E.A.L. Programs accept referrals and coordinate appropriate response 24 hours aday, 7 days per week, 365 days per year. All responses are expected to occur where the individual is at, includingwell-known locations, shelters, or community-based programs.• Expected in-person response time is sixty (60) to ninety (90) minutes as indicated bygeography.The R.E.A.L. Program provides community-based outreach support throughout the region inaccordance with the Uniform Program Standards. The R.E.A.L. Program is expected to provide:• Field-based engagement and support.• Support is ideally provided face-to-face. If barriers exist, virtual or telephone visits may beutilized.• There is no specified time limitation for participation in the R.E.A.L. Program. Timelinesare individually self-determined.• Participation is voluntary and non-coercive.• Intended to be staffed by individuals with lived experience with substance use disorder.• Staff that reflects the visible diversity of the community served, e.g. Black Indigenous andPeople of Color (BIPOC) peers, trans peers, lesbian/gay/bisexual peers, peers with visibleand non-visible disabilities.• Engagement in and facilitates Cross Agency Coordination with Golden Thread ServiceCoordination.• Engagement/education in Overdose Prevention and Response.• Does not require abstinence from drug or alcohol use for program participation.Teams may provide (based on needs identified in the Program Screening and Needs Scale):• Outreach and engagement.• Light case management.• Intensive case management.Proposal Deadline:This Request For Proposal (RFP) is available on the Internet athttps://www.kitsap.gov/das/pages/online-bids.aspx or by contacting Glen McNeil at: KitsapCounty Department of Administrative Services, 614 Division Street, MS-07, Port Orchard,Washington 98366; 360-337-7036; or email: purchasing@kitsap.gov. Program contracts withinClallam and Kitsap Counties who can meet criteria outlined in the R.E.A.L. Program Statement ofWork (Attachment B) to provide R.E.A.L. Program services.Eligible entities must demonstrate the ability to meet requirements of the attached exhibits.IV. PERIOD OF PERFORMANCEThe period of performance for services solicited under this RFP is anticipated to begin July 1,2026, and ends June 30, 2027. The period of performance is through 2027, or an end datedetermined by availability of funding.V. PROPOSAL SUBMISSIONAll responses to this RFP must be complete. All proposals shall be on plain white bond paper (8.5x 11 inches) and stapled once in the upper left corner. No binding or folders will be accepted.Binder clips may be used to keep pages together.
