CITY OF UNALASKARequest for ProposalsGenerator InstallationParks, Culture & Recreation – Library BuildingINTRODUCTIONThe City of Unalaska requests proposals from qualified contractors for the installation of a backupgenerator outside the Unalaska Public Library building. The project includes all necessary electrical work,site preparation including excavation and backfill, and forming and finishing of a concrete pad for thegenerator.OVERVIEWThe City has a Generac SD050 generator with a level 1 sound attenuated enclosure and would like to hirethe selected contractor to install it on the southeast exterior of the library building, near the currentheating fuel tank. The city will deliver the generator to the site prior to installation. The generator includesa weather protected enclosure, and this project will not require building a separate structure to housethe generator.The project will include installation of the generator, including all electrical connections; preparation ofthe site, including excavation and pouring of a concrete pad; compliance with all relevant building codes,permits, and regulations; and commissioning and testing of the installed generator with City of Unalaskastaff.SCOPE OF SERVICESThe selected contractor will be responsible for:Site Preparation and Concrete Pad Installation• Preparation of selected area by removing any debris, vegetation, and unsuitable material toensure stable ground.• Contractor will furnish a concrete pad capable of supporting the generator, sized 10’11” X 6’2”(based on spec sheet for Generac SD050 with sound attenuated enclosure). Pad may be pouredin place or pre-poured.Installation and Electrical Work• Installation of all necessary electrical equipment required to support the generator system,including wiring, conduit, panels, grounding, and interconnections to the existing electricalsystem.• Installation of an Automatic Transfer Switch (ATS) capable of seamless transition during poweroutages.• Coordinating with City of Unalaska staff for testing and ensuring full operational readiness.Project Completion• All systems, including generator and electrical components, must be fully tested for performance.• Contractor must provide City of Unalaska staff with training on generator operation.• All construction debris, excess materials, and temporary materials must be removed from the site.• All disturbed landscape must be returned to the original condition.PROPOSAL REQUIREMENTSInterested contractors must submit a proposal that includes:• Cover letter expressing interest in the project and identifying the respondent, individual andcompany name, contact information including physical and mailing address, email address andtelephone number, and a listing of key staff• Description of the contractor's:o Understanding of the requirements contained in this request for proposalso Experience in generator installation and electrical contractingo Description of compliance with pertinent regulatory requirements• Detailed cost breakdown, including labor, materials, and taxes• Estimated project timeline• References from previous similar projects to include name, company, telephone number andemail address• Proof of insurance and required licensingEVALUATION CRITERIACity Staff will evaluate proposals based on the following criteria:• Demonstrated experience and qualifications – up to 40 points• Cost effectiveness – up to 20 points• References from previous clients – up to 20 points• Demonstration of compliance with all regulatory requirements – up to 10 points• Completeness of proposal – up to 10 pointsATTACHMENTS• Attachment 1: Generator Spec Sheet• Attachment 2: Site planDEADLINEProposals must be received by the Unalaska City Clerk no later than 5:00 p.m. Alaska Time on Monday,March 30, 2026.
