Change orders will not be accepted without prior approval from an authorized representative.
Compliance with all applicable laws and statutory regulations is required.
The City requires a current City of Liberal Contractors and business license from the Bidder.
The City reserves the right to reject any and all bids.
The City does not pre-pay for projects. Terms will be negotiated prior to signing a formal contract.
The City will obtain any necessary permits.
Contractor is responsible for site safety, debris removal, and protection of adjacent property.Special Requirements: Bids shall be submitted in sealed, hard copy format to the City Clerk, City of Liberal, 324 N. Kansas Ave., Liberal, KS 67901. Sealed bid packages must be clearly labeled on the outside as “Pool Demo Bid.” Bidders must use the bid sheet provided and provide proof of current business insurance. PERMITS & UTILITY DISCONNECTION1.1 Contractor shall obtain all required demolition permits prior to commencement of work.1.2 All utilities servicing the pool structure - with the exception of water lines - shall beproperly disconnected, capped, and verified prior to demolition, including but not limitedto:• Natural Gas• Electrical Service1.3 Verification of disconnection shall be documented and available for inspection.2. DEMOLITION SCOPE2.1 Full Demolition• Complete removal of pool shell (including concrete, reinforcing steel (rebar), andplumbing systems) pool deck, slide towers, removal of the pool structure beneath thecurrent pool, and three building structures. The exterior fencing will need to be removedtowards the end of demolition.• All debris shall be removed from site or processed for approved backfill use.3. BACKFILL MATERIALS3.1 Approved Backfill Materials:• Clean, dirt fill material. Surplus backfill material will be available from the City of Liberal(requires Contractor transportation).3.2 Prohibited Materials:• Organic materials (wood, vegetation, debris)• Trash or construction waste not approved for structural fill3.3 All fill material shall be free of contaminants and suitable for compaction.4. COMPACTION REQUIREMENTS4.1 Fill material shall be placed in lifts not exceeding 10-12 inches in thickness.4.2 Each lift shall be mechanically compacted to prevent future settlement.4.3 Compaction shall meet industry standards suitable for future surface use or structuraldevelopment.4.4 Engineer compaction testing shall be performed by a third party with documentation toverify required density standards are achieved.5. GRADING & DRAINAGE5.1 Final grading shall provide positive drainage away from adjacent buildings andstructures if any.5.2 Surface water shall not pond or collect within the former pool footprint.5.3 Finished grade shall match surrounding elevations unless otherwise specified in projectplans.6. INSPECTIONS & APPROVALS6.1 City inspections shall be scheduled as required for utility verification, demolitionprogress (if required), backfill placement, and final site grading.6.2 All required inspections must be approved prior to project closeout.7. GENERAL REQUIREMENTS7.1 Contractor shall comply with all local, state, and federal regulations.7.2 Contractor is responsible for site safety, debris removal, and protection of adjacentproperty.7.3 Upon completion, site shall be left clean, stable, and safe.7.4 Contractor will use the job site location access plan specified by the City to transportheavy equipment.7.5 This project may not proceed until the Contractor has been authorized to begin. On-sitedemolition work will not be permitted to begin until after May 18, 2026. Upon commencingdemolition, the project shall be completed within 45 days. All project work must becompleted by June 30, 2026.
