Previous Participation Certificate (HUD-2530)Housing Authority of the City of PittsburghRequest for Proposals #600-10-26Emergency Mitigation and RemediationSECTION IINTRODUCTIONThe Housing Authority of the City of Pittsburgh (“HACP”) hereby requests proposalsfrom qualified contractors (hereinafter, “vendor”) to perform authority-wide EmergencyMitigation and Remediation (hereinafter, “services”). A more detailed scope of servicesis provided in Section II of this Request for Proposals (“RFP”).HACP owns and directly manages over 2,500 units of public housing in the City ofPittsburgh, consisting of family and elderly housing within approximately 15communities and amongst various scattered site locations. The selected vendors may berequested to provide Services relating to any location amongst HACP’s public housingportfolio.The United States Department of Housing and Urban Development Department (HUD)provides the funding for the Services and therefore all Services performed must be incompliance with all rules and regulations of HUD, and all other applicable Federalregulations including, but not limited to, Handicap Accessibility (Section 504),Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards(UFAS), Davis-Bacon and Related Acts, Environmental Protection Agency rules andregulations, HUD’s Modernization Design Standards, Build America/Buy America Act(BABA), and Federal procurement requirements.In addition to the Federal laws, rules and regulations, all services must also be performedin compliance with all Commonwealth of Pennsylvania laws and regulations andAllegheny County and the City of Pittsburgh codes and requirements.HACP seeks proposals from qualified vendors to provide services and is contemplatingthe award of a contract or contracts for an initial term of two (2) years with three (3),one (1) year extension options, for a total of five (5) years, whereby HACP willauthorize the selected vendors, during a stated time period and for the services HACPrequires, to perform the services on an as-needed basis through the use of Task Orders.Attachment B – Form of Agreement is the form of contract that will be used through thissolicitation process.Any questions regarding this RFP should be in writing and directed to:Mr. Brandon HavranekAssociate Director of Procurement/Contracting OfficerHousing Authority of the City of Pittsburgh412 Boulevard of the Allies, 6th FloorProcurement DepartmentPittsburgh, PA 15219If submitting questions via email, please send to Brandon.Havranek@hacp.orgA complete proposal package may be obtained from the Doing Business section of theHACP website, www.hacp.org1
