Notice is hereby given that the City of Oak Harbor has issued a Request for Qualifications (RFQ) to solicit interest from qualified engineering firms to assist with preparing a design for the Midway Boulevard Improvements Project (ENG-20-05). The complete RFQ can be downloaded at:

Statement of Qualifications, as outlined in the RFQ package, must be received via electronic submission no later than 3:00 PM on Wednesday, April 1, 2026. Under the directions of WSDOT Office of Equity and Civil Rights, this project was evaluated for an FSBE goal under their established procedures and criteria. The results were that this project can support a set aside amount of Zero percent (0%) as a Federal Small Business Enterprise (FSBE) goal for this project. The agreement with the potential consultant will have a voluntary Ten percent (10%) SBE goal.
The City of Oak Harbor encourages disadvantaged, minority, and women-owned firms to respond. DBE participation is encouraged.

Consultants are invited to demonstrate their experienceand qualifications in performing work directly related to the services required byresponding to this RFQ. Proposals will be evaluated in accordance with qualifications-basedselection procedures. This project does involve federal funds.About Oak Harbor, WashingtonThe City of Oak Harbor (population 24,840) was incorporated on May 14, 1915, and issituated on the northern portion of Whidbey Island, approximately two hours' drive northof Seattle, and is accessible by both land and ferry.Oak Harbor's growth target projects a total population increase of 55% by 2045. Thepopulation is growing from 24,840 in 2020 to 38,507 by 2045.Oak Harbor is Island County’s largest incorporated city. Named for the Garry Oak trees whichgrace its skyline, the city's growth coincided with two major events: the building ofDeception Pass Bridge on July 31, 1935, and the completion of Naval Air Station WhidbeyIsland on September 21, 1942.The City of Oak Harbor operates under the Mayor–Council form of government. The Mayorand City Council are elected at-large for four-year overlapping terms. The Mayor serves asthe Chief Executive Officer and is responsible for the development of budgets and relatedfinancial plans, and the overall operation of the City.BACKGROUND AND DISCUSSIONMidway Boulevard is an existing 4-lane minor arterial roadway, approximately 1.2 miles inlength, carrying 5,000 – 7,000 ADT that acts as a gateway into Oak Harbor from the StateRoute 20 corridor. The existing areas surrounding Midway Boulevard are in the early stagesof being studied for the potential of incorporating future mixed-use development. Theexisting roadway is mostly uniform in right-of-way width, generally consisting of acontinuous sidewalk and no bicycle infrastructure. The Midway Boulevard Project wasranked highly as part of the City’s 2016 Transportation Comprehensive Plan.The City of Oak Harbor is soliciting interest from consulting firms with expertise in Civil andEngineering Design. This agreement will be for approximately eighteen months in durationwith the option for the City to extend it for additional time and money if necessary.Consultants will be considered for the following project described below.The City reserves the right to amend terms of this RFQ to circulate various addenda, or towithdraw the RFQ at any time, regardless of how much time and effort consultants havePage 1 of 8spent on their responses.The first phase of work to be performed by the Consultant consists of preliminaryengineering and associated work to produce a complete Plans, Specifications, and Estimate(PS&E) Package for the improvements of Midway Boulevard from Washington State Route20 to SE Pioneer Way. Continuation with the consultant to future phases (right-of-way andconstruction) will be evaluated at the completion of the preliminary engineering phase.The contract resulting from this RFQ shall have an anticipated date of final completion ofDecember 31, 2028.The Successful Proposer shall work with the Project Manager to refine and articulate thescope of work, clarifying the Project tasks and identifying possible contingency tasks, andproviding a fee estimate for the work. A pre-contract meeting(s) may be required and shallnot be billable to the City.PRELIMINARY SCOPE OF WORKThe proposed project will include street improvements of the existing four-lane road toreallocate lanes for construction of improved access for pedestrians, bicycles, and transitmodes. This project will involve elements of intersection, parking, and landscapingimprovements to balance the needs of the motorists, pedestrians, and the surroundingenvironment. Right-of-way acquisition may be necessary.The City anticipates that the project will include, but is not limited to, design andcoordination of the following items:• Layout of road section and alignment• Storm water treatment design• Intersection improvements• Illumination improvements• Traf�ic data collection• Surveying and utility location• Right-of-way acquisition assistance• Public outreach and communications• Construction engineering services• Compliance with State/Federal requirementsPage 2 of 8This project is funded through a federal Surface Transportation Program grant. Theconsultant must have the ability to comply with the WSDOT consultant requirementscontained in the WSDOT Local Agency Guidelines Manual.Under the directions of WSDOT Of�ice of Equity and Civil Rights, this project was evaluatedfor an FSBE goal under their established procedures and criteria. The results were that thisproject can support a set aside amount of Zero percent (0%) as a Federal Small BusinessEnterprise (FSBE) goal for this project. The agreement with the potential consultant will havea voluntary Ten percent (10%) SBE goal.The City of Oak Harbor reserves the right to retain the services of the successful �irm for ansubsequent phases (R/W, CN) associated with this project.Project ScheduleThe City of Oak Harbor has overall authority in scope, schedule, and budget for this project.This project is divided into multiple phases with anticipated phase completion date(s) asfollows:Phase 1: Design, Right-of-Way Acquisition, and Public Involvement2026 - 2027Phase 2: Construction Engineering Services2028 - 2029Once Phase 1 is nearing completion, the scope of work for Construction EngineeringServices will be re�ined and �inalized during negotiations at a later date.Project BudgetThe Surface Transportation Block Grant (STBG) Program grant has allocated funds forconsultant work on the preliminary engineering phase of the project. It is anticipated thatadditional funds will be obtained for the right-of-way and construction phases. DO NOTsubmit information regarding fees, price, man-hours or any other cost information.Submittals containing this information will not be considered.PROPOSAL REQUIREMENTSProject Approach: Provide a clear concise statement of the general approach to beundertaken on the project.Scope of Work: The consultant will be required to provide all the services and work tocomplete the required Midway Boulevard Improvements Project. The consultant shouldinclude in the scope of work the gathering and analysis of data, periodic meetings with Citystaff, and a presentation to City Council.Schedule of Work: The consultant shall provide a schedule for the various tasks identi�iedin the Scope of Work. The schedule should include the time allowed for review by the City.Page 3 of 8Consultant Quali�ications: Consultant quali�ications should include detailed informationregarding the Consultant’s experience on similar projects.A statement to the effect that the consultant’s project lead and key team members, as well assubconsultants, will not be replaced without the prior approval of the City shall be included.The Consultant’s quali�ications should include the following information:• List at least �ive (5) but no more than seven (7) projects of similar complexity andmagnitude undertaken and completed in the past �ive (5) years and providereferences with a phone number and email address for each reference.• Provide resumes of no more than four (4) key members of the proposed projectteam and no more than four (4) key members of each subconsultant who will workon this project. Each resume should be a maximum of two (2) pages in length.• Of the listed reference projects, list the involvement of proposed project teammembers for whom resumes have been submitted.• List subconsultants and specify their involvement in the project. List no more than�ive (5) projects of similar complexity and magnitude undertaken by thesubconsultant in the past �ive (5) years and provide references with a phonenumber and email address for each project.o The consultant may submit a brochure or narrative discussion, not to exceed�ive (5) single sided pages (8.5” x 11”), that provides any further informationdescribing the �irm’s quali�ications for this project.• The proposal should be accompanied by a brief introductory letter stating your�irm’s interest in the project.Af�irmation as to Form of Agreement: Provide a statement to the effect that the CityStandard Professional Services Agreement (PSA) is acceptable to the Proposer or stateexceptions taken.Level of Effort: The Consultant shall prepare a separate Level of Effort spreadsheet thatcontains line items for each major task and subtask to be performed, with the estimated man-hours per classi�ication to be expended in that effort. The level of effort spreadsheet will beused to evaluate and compare the City’s understanding of the scope of work with theConsultant’s proposal.Selection Procedure: Subsequent to the deadline for acceptance of proposals, the City willevaluate the Technical Proposal and will determine rankings based upon materialssubmitted and oral interviews (if deemed necessary by the City) using the selection criteriaand weights indicated below. The City will contact the �irm with the highest-rankedTechnical Proposal and request a scope of work and fee. If an agreement cannot be reachedwith the top-ranked �irm, the City will contact the �irm with the next-ranked TechnicalPage 4 of 8
