Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth ofPennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged withproviding “affordable decent, safe and sanitary housing for low-income persons.”The HACP has approximately 300 employees and services over 10,000 residents. The Authority,its partners and subsidiaries operate approximately 4000 units of rental housing; and, through itsHousing Choice Voucher Program, funds housing assistance for the rental of more than 6000 otherunits of privately owned housing.Major operational departments include Asset and Site Management, Facility Services, Occupancy,Housing Choice Voucher, and Modernization & Development. Major administrative departmentsinclude Legal, Finance, Information Technology, and Human Resources. Our public andcommunity relations departments are Community Affairs and Resident Self-Sufficiency. Alldepartments work together to achieve the goals of the Authority that are set by the Board ofCommissioners. day to day decision-making rests with the Executive Director, who reports to theBoard of Commissioners on a regular basis.The Housing Authority of the City of Pittsburgh seeks proposals from person(s) or organization(s)qualified to provide Employment Verification Services.The Authority is contemplating the award of a professional service contract, or contracts, for aninitial term of three (3) years with two (2), one (1) year extension options, for a total of five(5) years, in the form of the Contract (Attachment A) through this solicitation process. Ifsubmitting alterations to the HACP contract for review and acceptance by HACP, please submitan electronic version in MS Word format with your proposal. If submitting your company contractfor review and acceptance by HACP, please submit an electronic version in MS Word format withyour proposal. All proposals must bereceived at the above address no later than 10:00 a.m. on February 5, 2026, regardless of theselected delivery mechanism.4Housing Authority of the City of PittsburghRFP #250-02-26Employment Verification ServicesSECTION IISCOPE OF SERVICESThe scope of services specifically described below shall include, but is not necessarily limited to, the following:a) To provide employment and income verifications;b) To locate/validate all income from HACP applicants and participants;c) To verify income information provided by the participant, which will assist the HACP in verifyingincome, to include, but not limited to, determining program eligibility, tracking program benefits,supporting quality control, locating defaults, and investigating potential fraud;d) To provide instant access to up-to-date employment and income data from employers nationwide;e) To provide updated employee wage data from each payroll period;f) To release data electronically to the HACP for various purposes, to include, but not limited to, fraudinvestigations, eligibility determinations, and locating defaults;g) To provide confidential data directly from the employers’ payroll system;h) To ensure that the successful bidder is able to contract with employers to provide data directly to publicassistance agencies as a trusted 3rd party;i) To provide a customer service Support System Team that is responsible for identifying, educating,registering, and training to the HACP and both governmental agencies and commercial verifiers (banks,pre-employment screeners) that need to access payroll records;j) To provide a 24/7 website available for online verification of employment and income;k) To provide a large Customer Service Center available Monday through Friday during HACP businesshours;The Professional Services Contract that is anticipated for us to obtain these services is included herein asAttachment A.
