The Solano County Probation Department (on behalf of the CCP) is seeking proposals to support the implementation of grants that address the pressing needs for individuals recently released from jail or prison. To support the program, the CCP has allocated up to $150,000 per year over a three-year period to provide up to five grant awards. Each grant would be for an amount of up to $450,000 over the three-year period. The total funding for the five grants is the amount of $2,250,000. If a grantee does not expend the maximum amount of $150,000 per year, the remaining funds can be made available to the other grantees depending on need and performance.
Non-profit organizations, for-profit organizations, and government entities are eligible to submit proposals. As this funding is intended for community-based projects, departments of the County of Solano are not eligible to submit proposals.
BackgroundAs part of the 2023 Solano County Public Safety Realignment Plan, the Executive Committee of the Solano County Community Correction Partnership commissioned an independent consultant to collaborate with the Probation Department and its partner organizations to prepare the 2024 Solano County Realignment Plan. The plan will serve as a road map for the County to continue to strengthen the approaches and partnerships to improve in-custody and community-based programs and services for justice involved individuals.
Transition from jail to community is an area of vulnerability in jurisdictions across the county. There has been significant investment in vocational services at the Rourk Center and a history of collaboration with stakeholders from the Sheriff’s Office, Probation, service providers and other stakeholders to strengthen reentry practices. Continued focus on strengthening relationships, optimal release planning and discharge processes from custody to probation, and inclusion of collateral partners will result in additional improvements.
Based on the information included in the Public Safety Realignment Plan, the CCP identified the top four most pressing needs for additional services as follows:
- Behavioral Health/Substance Use Disorder
- Family Systems Services
- Community Supports
- Culturally Responsive Services
