Bid Title: 2025 DIXON WTP SOFTENER TANK REHABILITATION PROJECT
Category: Construction Services Status: Open Description: The Onslow Water and Sewer Authority requests proposals for the completion of a softener tank rehabilitation at our Dixon Water Treatment Plant. Proposals will be received at the ONWASA Central Office Complex at 228 Georgetown Road, Jacksonville, NC 28540, until 2:00 pm on January 5, 2026 .
The successful proposer shall furnish all permits, materials, equipment, and labor necessary to perform all tasks described in the Scope of Work, including: removing and disposing of existing media; performing a visual inspection of the tank and repairing defective areas (including spot and patch welding) as needed; preparing and painting interior and exterior surfaces; pressure testing; replacement of brine inlet valve and electronic actuator; and, installing new gravel and media in a total of one (1) steel tank softener vessel. Work will be performed at ONWASA’s Dixon Water Treatment Plant, 6661 Wilmington Hwy, Holly Ridge, NC 28445. Work is to begin within seven (7) calendar days from the receipt of a Notice to Proceed, and all work on the project shall be completed and the tank ready for service within 30 calendar days from that date.

The right is reserved to holdany or all proposals for ninety (90) days from the opening thereof.SCOPE OF WORKDIXON WATER TREATMENT PLANTSOFTENER TANK REHABILITATION PROJECTThe Contractor shall provide all labor, equipment, and materials necessary to: remove and dispose ofexisting media; perform a visual inspection of the tank and repair defective areas (including spot and patchwelding) as needed; prepare and paint interior and exterior surfaces; pressure test; replace the brine inletvalve and electronic actuator; and install new gravel and media in a total of one (1) steel tank softenervessel. All work is to be performed at the Dixon Water Treatment Plant, 6661 Wilmington Hwy, HollyRidge, NC 28445.For informational purposes, the attached drawing illustrates approximate tank dimensions and layout.All work on this project shall conform to the following requirements:1) GENERAL REQUIREMENTSa) Work shall be performed following all applicable state and local codes and regulationsgoverning this project.b) The contractor shall be responsible for securing and paying for all permits required tocomplete the project.c) ONWASA shall provide access to an on-site potable water source (hydrant) for use during thework.d) Access to the plant is restricted, so work schedules and material deliveries must becoordinated in advance with the plant operator to ensure adequate access andavoid/minimize impacts to water production activities.e) Conduct operations in such a manner as to avoid damage to other site facilities (controls,building, security gate and fencing, etc.) Any such damage shall be repaired by the Contractorat no additional cost to ONWASA.2) SOFTENER MEDIA REMOVAL AND DISPOSALa) Empty and vacuum clean one (1) steel softener tank (9 ft. 6 in. straight shell by 12 ft. OD) of allexisting softener and gravel media.b) All removed media shall be hauled and disposed of off-site by the Contractor.c) ONWASA will provide to the Contractor AS w/ TCLP analysis (Exhibit D) and/or MSDS sheets forthe media, as required by the landfill, before disposal. Attached at the end of the Scope of Work.3) TANK PREPARATION AND COATINGa) Pressure wash tank interiors and remove any remaining debris.b) Remove the existing 4” PVC brine inlet valve and electronic actuator and replace them with likekind. Wiring and testing of the replacement actuator and brine inlet valve shall be theresponsibility of the contractor. Testing of the actuator shall be conducted in front of ONWASApersonnel prior to ball valve installation.c) Inspect interior components (underdrain system, surface wash equipment, inlet distributor/brinedistributor, air scour equipment, wash water troughs, etc.) and advise ONWASA of anydeficiencies discovered before proceeding. Underdrain repairs are not a part of the Scope ofWork.d) Sandblast tank interiors to SSPC-SP10/NACE 2 Near White Metal condition.e) Perform a visual inspection of the tank and spot weld or weld patches over defective areas asneeded. Spot welds, welding burn through, or welded patches on the exterior will requirepreparation and application of a two-part epoxy coating certified for potable water service(Tnemec Pota-Pox series or equivalent) following the manufacturer’s requirements for applicationand curing to the full exterior of the vessel once welding is completed.f) Apply Tnemec series 215 (or equivalent) surfacing epoxy following the manufacturer’srequirements for application and curing to the interior tank wall from the concrete fill to 30” upthe side wall.g) Apply a two-part epoxy coating certified for potable water service (Tnemec Pota-Pox series orequivalent) following the manufacturer’s requirements for application and curing. The coatingthickness is as follows:o First coat 6.0 – 8.0 dry milso Stripe coat 3.0 - 5.0 dry milso Second coat 6.0 - 8.0 dry milsh) Provide an inspection by the epoxy coating manufacturer to verify proper application before tankintegrity testing.i) Provide detailed photos of the interior of the vessel after sandblasting is complete and after thecoating is applied.4) TANK INTEGRITY TESTINGa) Once the interior coating has fully cured, and before placing new media, the Contractor shallinstall a new manway gasket, fill each tank, pressurize to 35 psi, and inspect for leaks.b) Any leaks found shall be repaired in accordance with Item 3e (spot welding and/or weldedpatches).c) Locations where repairs were made after interior coating shall be photographed, inspected,surface-prepared, and recoated following the coating manufacturer’s requirements.d) After curing of the repair coating, tank(s) shall be retested for leaks following Item 4a to verifythe successful completion of repairs.5) GRAVEL AND SOFTENER RESIN REPLACEMENTa) The contractor shall furnish and install graded gravel bed material in a way to prevent damage tothe interior coating and in accordance with the tank manufacturer’s requirements.b) Gravel bed Material Requirements (Quantity shown is for one (1) softener):Gradation1 ½ x ¾ gravel¾ x ½ gravel½ x ¼ gravel¼ x 1/8 gravel1/8 x 1/16 gravel (6 x #14)Quantity (Cubic Ft.)4514142828c) Upon completion of gravel bed installation, the Contractor shall install ion exchange resin mediafollowing tank manufacturer and resin manufacturer recommendations. Media shall be suppliedby ONWASA or by the Contractor, depending on the Contract awarded.d) Resin Media Requirements (Quantity Shown is for one (1) softener):MediaPurolite C100EQuantity (Cubic Ft.)509e) After all resin is installed, ready the tank for service.f) Clean up all debris, surplus equipment, and materials and remove them from the site.g) Note: Contractor shall verify all material quantities before ordering.6) WARRANTIESa) Contractor shall warranty repairs for no less than (90) days for workmanship and provide thefull manufacturer’s warranty period on materials.7) ADDITIONAL REPAIRS (IF NECESSARY)a) Inlet Distributor/Brine Distributor Replacementi) Remove existing inlet/brine distributor.ii) Furnish and install a new stainless-steel butt-welded distributor.b) Concrete Repairi) Chip out the concrete 6” below the existing surface and blast area.ii) Epoxy-fill pitted holes in the tank wall and coat the blasted area with Belzona 1111 (orequivalent).iii) Apply Tnemec series 215 (or equivalent) surfacing epoxy by the manufacturer’srequirements for application and curing to the interior tank wall to 30” up the side wall.iv) Patch the concrete floor and seal with Belzona 5812 (or equivalent).c) Concrete Replacementi) Jackhammer all concrete out of the softener vessel.ii) Remove the drain system.iii) Sandblast the surface that was below the concrete.iv) Coat heavily pitted areas in metal with Belzona 1111 (or equivalent) from 6” below theconcrete to 12” above the concrete.v) Reinstall concrete with a concrete pump.vi) Seal concrete with Belzona 5812 (or equivalent).vii) Install a new drain system.For the purpose of preparing and submitting a proposal, the Contractor shall provide a separatelump sum price for each of the following items:• Price to complete all items of work (1 through #6) with all Softener Media (Resin) supplied byONWASA and installed by the Contractor.• Price to complete all items of work (#1 through #6) with all Softener Media (Resin) suppliedand installed by the Contractor.• Price to complete individual Additional Repair Items #7a - 7c, if necessary.END OF SCOPE OF WORK
