Bidders may obtain documents from the Office of the Borough Manager, Borough of Lansdale, One Vine Street, Lansdale, PA 19446 or at www.lansdale.org. Bids must be enclosed in a sealed envelope bearing the name and address of the bidder and marked with the item/items to be bid and the date of the bid opening and addressed to the Borough Manager, Borough of Lansdale, One Vine Street, Lansdale, PA 19446.
Bids are to be received at the Borough of Lansdale, One Vine Street, Lansdale, PA 19446 on or before 10:00 AM local time on Thursday, January 29th, 2026. Bids shall be publicly opened and read aloud immediately following at One Vine Street, Lansdale, PA 19446.
A mandatory pre-bid meeting will be held on Tuesday, January 6th, 2026 at 10:00 AM at the Borough of Lansdale Municipal Building, One Vine Street, Lansdale, PA 19446.
Bids are to be accompanied by cash, money order, certified check, cashier’s check, or bid bond in the amount of ten percent (10%) of the bid in accordance with the Laws of the Commonwealth of Pennsylvania.
Bids are irrevocable for a period of sixty (60) days after the date of the bid opening. The Borough of Lansdale reserves the right to accept or reject any and all bids and to waive technicalities on any bid for the best interest of the Borough of Lansdale.

Name of Owner and Reception of Bids:The Borough of Lansdale (herein called the Owner) invites bids in the forms attachedhereto, all blanks of which must be filled in. Bids will be received by the owner inthe office of the Borough Manager, Borough of Lansdale, One Vine Street, Lansdale,Pennsylvania. The bid proposals will be due in said office by 10:00 AM local timeon Thursday, January 29th, 2026. Bids will be publicly opened and read aloudimmediately following.2. Envelopes Containing Bids:Envelopes containing bids must be sealed, addressed to the Borough ManagerBorough of Lansdale, One Vine Street, Lansdale, Pennsylvania, and designated as"Landscaping – Beds, Shrubs, Pavements & Tree Pits” and/or “Grass Cutting andTrimming”3. Waiver of Informalities:The Owner may consider informal any bid not prepared and submitted in accordancewith the provisions hereof and may waive any informalities or reject any and all bids.Any bid may be withdrawn prior to the scheduled time for the opening of the bids orauthorized postponement thereof. Any bid received after the time and date specifiedabove will not be considered. No bidder may withdraw his bid within sixty (60) daysafter the actual date of the opening thereof.4. Bid Documents:Bid documents are available on the Borough website - www.lansdale.org or can bepicked up at the office of the Borough Manager, One Vine Street, Lansdale, PA.Each bid must be submitted on the forms provided in the specifications. All blankspaces for bid prices must be filled in ink or typewritten, in both words and figures.5. Examination of Site:It is mandatory that each bidder shall visit the site of the proposed work and fullyacquaint himself with conditions as they exist so that he may fully understand thefacilities, difficulties and restrictions attending the execution of the work under hiscontract. Knowledge of the conditions on the site shall be the responsibility of thecontractor.The failure or omission of any bidder to receive or examine any form, instrument ordocument or to visit the site and acquaint himself with the conditions there existing,shall in no way relieve any bidder who shall agree and warrant that he has examinedthe site and specifications. Rejection of Informal Bids:A bid which has been unsigned, is incomplete, obscure, conditioned or unbalanced orwhich contains additions not called for or irregularities of any kind includingalterations or erasures may be rejected by the Owner as informal. A bid which is notaccompanied by the required bid security for the execution of the contract will berejected. No person shall assign his proposal or bid or any of his rights or intereststhereunder without written consent of the Owner. Any such assignment withoutwritten consent shall be deemed void.7. Bid Proposals:When a proposal is made by a corporation, its name and principal post office addressshall be stated and the proposal shall be signed by the President, attested by theSecretary of the Corporation and the corporate seal must be affixed thereto.Bid proposals must include all labor and materials.Before award is made to a bidder not a resident of the Commonwealth ofPennsylvania, the bidder shall designate a proper agent in the Commonwealth ofPennsylvania on whom service can be made in the event of litigation.All bids must be itemized for each location. The Borough reserves the right to chooseall, none or any combinations of the location bids.While it is the Borough’s intention to award a single contract to a single contractor,the Borough may elect to award separate contracts for :A) Landscaping – Beds, Shrubs, Pavements & Tree PitsB) Grass Cutting & Trimming8. Bid Security:Each bid must be accompanied by a cash, money order, certified check of the bidder,cashier's check, Treasurer's check drawn to the order of the Borough of Lansdale inan amount equal to ten percent (10%) of the bid. In lieu of the above checks, a bidbond with proper corporate surety will be acceptable, if it is prepared and submittedon the form of bid bond attached to these documents, duly executed by the bidder asprincipal with surety duly approved for the writing of surety bonds by the InsuranceCommissioner and licensed to do business in the Commonwealth of PennsylvaniaINSTRUCTIONS TO BIDDERS – PAGE 2 OF 5INSTRUCTIONS TO BIDDERS CONT’DA power of attorney to sign said bonds for the surety company and a financialstatement of the surety company must be attached to the bid bond. Upon return of theduly executed contract documents by the lowest bidder, remaining bid security willbe returned within ten (10) days thereafter. All bid bonds must be approved by theBorough of Lansdale.9. Award of Contract:It is anticipated that the contract award will be made within sixty (60) days after thebids are opened as aforesaid. Upon receipt of such notice, the apparent successfulbidder shall within ten (10) days thereafter provide the Owner the executed originalsof the following: Performance Bond; Payment Bond and Agreement in the formsherewith provided; and, all Certificates of Insurance as required by the Agreementand/or these specifications.Mowing schedule to be submitted and approved by the Borough subsequent tocontract award.10. Liquidated Damages for Failure to enter into Contract:The successful bidder, upon his failure or refusal to execute and deliver the contract,bonds and/or insurance certificates required within the time set forth above, shallforfeit to the Owner as liquidated damages for such failure or refusal, the securitydeposit with his bid.11. Performance Bonds/Payment Bonds:The apparent successful bidder to whom notice of intent is submitted shall furnishand deliver to the Owner, as set forth in paragraph 9, Performance and PaymentBonds on the forms herewith included as follows:A. For faithful performance of the contract as designated in the Bond,100 percent of the amount for the year and renewed annually forthe life of the contract.B. For payment of labor and materials as designated in the Bond,100 percent of the amount for the year and renewed annually forthe life of the contract.INSTRUCTIONS TO BIDDERS – PAGE 3 OF 5INSTRUCTIONS TO BIDDERS CONT’D12. Laws and Regulations:The bidder's attention is directed to the fact that all applicable State laws, municipalordinances, and the rules and regulations of all authorities having jurisdiction overconstruction of the project shall apply to the contract throughout, and they will bedeemed to be included in the contract the same as though herewith written out in full.13. Notice of Requirement for Certification of Nonsegregated Facilities:Bidders are cautioned as follows: By signing this proposal, the bidder will deemed tohave certified that he does not maintain or provide for his employees facilities that aresegregated on a basis of race, creed, color or national origin, whether such facilitiesare segregated by directive or on a de facto basis, and that he will not maintain suchsegregated facilities. Failure of a bidder to agree to this requirement will render hisbid nonresponsive to the terms of the contract.14. Changes While Bidding:During the bidding period, bidders may be furnished addenda for additions to oralterations of the specifications, if any, which shall be included in the work coveredby the proposals and become a part of the contract document. Owner will send suchmaterial to all bidders by fax or e-mail. Bidders will be required to list number ofaddenda on proposal acknowledging receipt thereof.15. Time of Completion:The successful bidder must agree to commence work immediately following the datespecified by Borough of Lansdale and continue working as per bid specificationsthrough time period of contract.16. Qualifications of Bidder:Bidders must provide with bid proposals, information in support of their ability toperform the contract, a list of at least three projects successfully completed whosemagnitude equals or exceeds this project and a disclosure of any and all currentlawsuits. If requested by the Borough, the apparent lowest responsible bidder may beasked to provide an audited financial statement prior to bid award.Bidders must provide disclosure of officers within the corporation.The municipality reserves the right to reject any or all proposals.INSTRUCTIONS TO BIDDERS – PAGE 4 OF 5
