Qualifications: Submittal Requirements The proposal should be concise and complete, covering all items identified, emphasizing an understanding of the project and the resources to perform the intended work. Inability to meet any specified requirements must be so stated and thoroughly explained.
The following documents should be included in the proposal:
1. Transmittal Letter with firm name, address, telephone number and website, the
contact person(s) name and telephone number who is authorized to represent the
firm.2 . A brief statement of the firm’s understanding of the services to be provided and
confirmation of the firm’s qualification to provide the services.
Miscellaneous: Background Clear Creek County is located along I-70, directly west of Denver. County offices are in Georgetown, Colorado. Mountain Youth Network provides a variety of different options for youth of Clear Creek County to explore in nature, learn new skills, and explore career paths in the outdoor industry via the Outdoor Recreation Student Workforce Development program. Mountain Youth Network seeks to remove barriers to entry for the diverse youth of Clear Creek County by providing outdoor certifications such as AIARE Avalanche training and rescue.

A brief statement of the firm’s understanding of the services to be provided andconfirmation of the firm’s qualification to provide the services.Evaluation CriteriaAlthough cost is important and will be considered in evaluating proposals, the County isseeking qualified contractors with experience in local government jail managementtracking software and who can meet the County expectations and deadlines required.The County will also consider client references in making its selection.The RFB creates no obligation on the part of the County to award a contract or tocompensate the contractor for any costs incurred during proposal presentation, response,or submission. The County reserves the right to award a contract based upon proposalsreceived without further discussion or negotiation. Contractors should not rely upon theopportunity to alter their qualifications during discussions. The County further reservesthe right to make such investigation as it deems necessary to determine the ability ofcontractors to furnish the required services, and contractors shall furnish all suchinformation for this purpose as the County may request. Contractors must specificallyidentify any portions of their submittals deemed to contain confidential or proprietaryinformation, or trade secrets. SERVICESThis Contract for Enter Type of services. Services (the “Contract”), made andentered into thisday of, enter year, is between the County of Clear Creek,State of Colorado, a political subdivision of the State of Colorado, by and through its Boardof County Commissioners (the “County”), and Enter Consultant’s Name. (the“Consultant”).RECITALSWHEREAS, the County desires to Enter purpose of agreement.; andWHEREAS, the Consultant is in the business and experienced with Enterconsultant’s area of expertise.; andWHEREAS, the County desires to engage the Consultant to perform certainservices and assistance in connection with Enter purpose of agreement., and theConsultant has the expertise, ability, knowledge and experience to provide thoseservices; andWHEREAS, the parties desire to set forth herein the terms and conditions of thisContract and their relationship.AGREEMENTNOW, THEREFORE, for and in consideration of the covenants and conditions setforth herein, and for other good and valuable consideration, the sufficiency of which ishereby acknowledged, the County and the Consultant agree as follows:1. IF PROGRESS PAYMENTS ON FIXED SUMS PER TASK ORRATES:The Consultant shall provide an itemized invoice based on the task and/or rates setforth in ExhibitB. The Consultant shall submit to County monthly invoices of the progress madeand expenses incurred during the previous calendar month. Such invoices shallsegregate the charges for Services done by task and date, and shall describe theServices performed, the time incurred by each person performing Services, andexpenses incurred. Upon request, Consultant shall provide County with such othersupporting information as County may request.b. IF SINGLE PAYMENT: Payment will be made within thirty daysfollowing completion of the Services and Consultant’s invoicing.c. IF REIMBURSABLE COSTS: Reimbursable costs shall be billedmonthly. For the purposes of this Contract, the term “reimbursable costs” shallinclude only actual out-of-pocket expenses incurred by the Consultant and sub-consultants in connection with the Services, except travel will be reimbursable atthe I.R.S. standard mileage rate. Reimbursable costs shall not include telephoneor postal charges. Reimbursable costs will include printing (sufficient copies asdirected by the County), fax and photo-reproduction costs at rates provided inExhibit B. (Exhibit B notwithstanding, the cost of Consultant’s sub-consultants shallbe reimbursed at only 100% of cost.)d.
