INVITATION TO BID

Notice is Hereby Given by the Port of Pasco, Washington that bids will be received until 11:00 AM PDT, July 29, 2025, to Project Manager: Jaime Vera , Port of Pasco, 1110 Osprey Pointe Blvd, Suite 201, Pasco, WA 99301 up until the time specified. For the:

PORT OF PASCO, REIMANN INDUSTRIAL CENTER RAIL LEAD TRACK - PHASE I - PROJECT

This Contract provides for the establishment and construction of an industrial rail lead track that reaches the southerly half of Port of Pasco’s Reimann Industrial Center in North Pasco and includes railroad roadbed construction, at-grade signalized railroad crossing of Railroad Ave, track and special track work construction and other work as described in the Contract Documents.

In the continuing effort to improve the quality of our bidding services, the Port of Pasco has partnered with Quest Construction Data Network. This is a web-based initiative that will allow delivery of our construction project advertisements and project documents in a more timely, convenient and cost-effective way.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Port of Pasco.

The Port reserves to reject any and all bids and to waive informalities in the bidding.

Requires construction stormwater general permit transfer of coverage. The project shall be completed within 125 working days. Engineer’s Estimate: $5,830,000 to $6,413,000 including WA State Sales Tax.

Lump sum bids for Mobilization, SPCC Plan, Erosion Control and Water Pollution Prevention, Project Temp Traffic Control, Railroad Grade Crossing Signal System, Signage and Pavement Markings, Roadway Surveying, and Record Drawings.

There is a single formal – non-mandatory - pre-bid meeting and site tour offered on July 17th,2025 at 3 PM starting at the Port’s offices (Port of Pasco, 1110 Osprey Pointe Blvd, Suite 201, Pasco, WA 99301).
