Bids will be received until 2:50 P.M. local time on April 30,2026 at the Gwinnett County Purchasing Division, 75 Langley Drive, Lawrenceville, Georgia 30046.Any bid received after this date and time will not be accepted. Bids will be publicly opened andread at 3:00 P.M. Apparent bid results will be available the following business day on our websitewww.gwinnettcounty.com.Pre-Bid ConferenceA pre-bid conference is scheduled for 10:00 a.m. on April 9, 2026 at the Gwinnett County RhodesJordan Park Aquatic Center, located at 100 E. Crogan Street, Lawrenceville, GA 30046. Allcontractors are urged to attend.Project DescriptionThe successful contractor shall furnish all labor and materials required to replace existingwater line and surrounding tile and prepare pool shell for plaster at one aquatic center (oneinstructional pool, one competition pool, and one outdoor leisure pool). Existing pools shellmust be prepared to receive a new conventional plaster finish.Instructions on Submitting QuestionsQuestions regarding bids should be directed to Jake Scarpone, Purchasing Associate II, atjake.scarpone@gwinnettcounty.com or by calling 770-822-8722, no later than 3:00 P.M. on April14, 2026. Bids are legal and binding upon the bidder when submitted.Bonding and InsuranceAll contractors must submit with bid, a bid bond, certified check or cashier's check in the amountof five percent (5%) of the total bid. Failure to submit a bid bond with the proper rating will resultin the bid being deemed non-responsive. Successful contractor will be required to meet insurancerequirements, submit a one hundred percent (100%) performance bond and a one hundred percent(100%) payment bond. Insurance and Bonding Company should be licensed to do business by theGeorgia Secretary of State, authorized to do business in Georgia by The Georgia InsuranceDepartment, listed in the Department of Treasury's Publication of Companies holding Certificatesof Authority as Acceptable Surety on Federal Bonds and as acceptable reinsuring companies. Thebid bond, payment bond, and performance bond must have an A.M. The pools arelocated at:Rhodes Jordan Aquatic Center100 E Crogan StreetLawrenceville, GA 30046&Dacula Park Pool205 Dacula RoadDacula, GA 30019I. SCOPE OF WORK – RHODES JORDAN AQUATIC CENTERThe scope of work includes but is not limited to the following:1. All work listed in the project at Rhodes Jordan Aquatic Center SHALL be completed byOctober 17th, 2026.2. Contractor shall familiarize themselves with site conditions at each location prior tosubmitting their bid.3. Prior to work beginning, the County Representative will drain the pool.4. Contractor shall remove and protect all handrails, drains, inlets, and other any countyproperty that will be in the work area prior to work beginning.5. Contractor shall cover all drains, inlets, and other non-removable county property to protectthem from damage.6. Contractor shall adequately protect County property and take necessary precautionsduring the work process to protect all persons and property from damage or loss. Reportsof any damage to County property must be submitted by contractor to the designatedCounty Representative. Damage to public and/or private property shall be the soleresponsibility of the contractor and shall be repaired and/or replaced at no additional costto the satisfactions of Gwinnett County.7. The contractor shall complete all work according to manufacturer’s specifications.8. Contractor is responsible for removing ALL construction debris and disposing of it offpremises according to all Environmental Protection Agency (EPA) regulations.9. Contractor shall chip or saw cut all existing plaster for 100% removal of existing plaster.10. Contractor shall remove existing sealant from all expansion joints.12. V-cut all cracks back by saw cutting to structure soundness and repairing with epoxy sealeror an approved alternate.13. Contractor shall prepare pool to receive new conventional plaster finish.14. Contractor shall apply Scratch Kote 2000 bond coat or approved alternative.15. Contractor shall install new tile and grout in the same location as previous tile wasremoved.16. Contractor shall update and replace No Diving and Depth Marker Tiles as needed to becode compliant (Materials provided by the county as needed).17. Contractor shall apply new sealant in all expansion joints and allow curing for 72 hours.18. Contractor shall provide a conventional white marble plaster to the pool structure.19. Contractor shall replace all drains and inlets with VGB compliant drains and inlets.(Materials provided by the county as needed)20. Contractor shall replace all Hydrostatic Relief Valves(Materials provided by the county asneeded).21. Contractor shall ensure all sump box covers are level with new plaster and any excessplaster that is in the sump box is removed.22. The new pool surface shall be fully cured prior to refilling the pool, unless CountyRepresentative approved filling during curing of new plaster.23. The contractor will notify the County Representative the day before the pool is expected tobe refilled.24. The contractor shall balance pool chemistry after the pool is filled for 14 days withchemicals provided by the county representative.25. The contractor shall brush the new plaster for 14 days after the pool is filled during timesscheduled with the County Representative.GENERAL REQUIREMENTSContractor shall submit tile, grout, and plaster samples for color selection by CountyRepresentative.1. MaterialsA. Setting and Grout Materialsa. Thin set shall be of a type approved for use underwater in pool applications.b. Grout shall be of a type approved for use underwater and in pool application.i. Deliver manufactured materials to site in manufacturers’ original unbrokenpackages or containers bearing manufacturer’s name and brand labels. Keepcementitious materials dry until ready to be used and stored off the ground, undercover and away from damp surfaces.b. Apply plaster in swimming pool only when ambient temperature is above 40degrees F and protect applied plaster from rapid drying by sun or wind until curingis completed or pool is filled with water. Confirm and comply with all applicablemanufacturer’s installation requirements.c. Portland cement, ASTM C150, type I white or approved alternate.d. Hydrated Lime, ASTM C206, type S, or approved alternate.e. White marble aggregates for conventional pool plaster finish coat uniformly gradedwithin following limits, all passing the no. 30 sieve (percentage retained by weightplus or minus 2% on each sieve):Sieve SizeNo. 30No. 50No. 100No. 200Minimum0257590Maximum05090100f. Water, clean, fresh, from domestic potable source.g. Since conventional pool plaster finish is to be used, use an approved bondingadmix, in accordance with the manufacturer’s recommendation.2. Proportions and Mixing:a. Materials are specified on a volume basis and shall be measured in approvedcontainers which will ensure that the specified proportions will be controlled andaccurately maintained during the progress of the work. Measuring materials withshovels (“shovel count”) is not permitted.b. Conventional White Marble Pool Plaster Finish Coat: Mix finish in proportion of onepart by volume of white Portland cement to not more than two parts by volume ofaggregates (specified white marble dust).c. Perform mixing in approved mechanical mixers of the type in which quantity ofwater can be controlled accurately and uniformly. While mixer is in continuousoperation, add approximately 90% of estimated quantity of water, half of sand, allcement, and the other one-half of the sand into mixer in that sequence and mixthoroughly with remainder of water until mixture is uniform in color andconsistency. Avoid excess mixing to prevent hasty solution of cement resulting inaccelerated set. Do not use any caked or lump materials. Completely empty mixerand mixing boxes after each batch is mixed and keep free of old plaster.3. ExecutionA. Tile Preparation1. Remove all waterline tile and prepare to retile with new materials.
