Project InformationThe purpose of this Request for Proposals (RFP) is for Washington County to secure services for ConstructionAdministration, Inspection, and Surveying Services for the TH 36 and CSAH 17 Intersection ImprovementProject. The map below shows the project location. The anticipated construction start date will be in earlySummer 2026 and continue through the fall of 2027.The project includes constructing an interchange at the TH 36 and CSAH 17 intersection. In addition, afrontage road will be constructed along the south side of TH 36 between CSAH 17 and Keats Ave andrealigning the existing frontage road with retaining walls along the north side of TH 36.Page |3Construction Administration, Inspection, and Surveying Services – TH 36 & CSAH 172. Roles and Responsibilities2.1. Washington County Organizational ChartWashington County has developed the following Organizational Chart to provide a framework to clearlyidentify project administration and inspection roles on a typical construction project.Page |4Construction Administration, Inspection, and Surveying Services – TH 36 & CSAH 172.2. Washington County Construction ResponsibilitiesThe responsibilities for each role identified in the Construction Organizational Chart have been establishedto ensure that the project is constructed in conformance with the construction contract and that all requireddocumentation, testing, etc. is completed to comply with the contract and funding sources. Based on projectneeds, these responsibilities may be shifted or shared amongst team members.2.2.1.Construction Engineer- Construction issue decision maker- Coordinate consultant activities with Washington County construction group- Approve/advise on changes and extra work- Approve partial payments- Review and approve final estimate- Review project schedule- Fulfill role of Engineer as described in MNDOT 15012.2.2.Project Engineer- Administrative Point of Contact for the construction contract- Ensure contract compliance- Schedule, prepare, and present preconstruction meeting- Prepare and present weekly construction meetings- Prepare and review pay estimates- Verify internal funding- Prepare Change Orderso Verify costs with funding partnerso Verify 7% contingency- Maintain Administrative Files & Documentationo Review & distribute submittals & shop drawingso Review & ensure contract compliance of materials incorporated into the projecto Review material test results and determine necessary corrective actions- Outside Communicationo Weekly updates, web, Facebook (work with Communication Coordinator/BusinessLiaison)o Advanced notice for businesses, residents, agencies, etc.- Design Issue decision makero Design clarificationso Design changes- Formal contractor correspondence- Review of contractor’s project schedule- Permit execution- Utility planning & coordination- Lead SWPPP site inspections- Coordinate State Aid final inspection- Coordinate and review final materials testing report for material exception/deducts- Project closeout2.2.3.Inspector(s)- Attend preconstruction meeting- Serve as field/construction point of contact- Provide daily and consistent correspondence with the contractor- Attend and participate in weekly construction meetingsPage |5
