As part of this initial redevelopment strategy, the City isproposing to construct forty (40) single family houses on multiple parcels located in and aroundthe Masten Park neighborhood. Most sites will be assembled from multiple parcels, with some sitessplitting parcels between one another. Attachment A includes a map of the 40 proposed parcelsoverlaying the previous parcels. Attachment B details the proposed parcel dimensions for each ofthe forty (40) parcels. Property Boundary, legal description, and easements.2. The Property must be accurately and properly staked to identify all boundary lines.3. Names of adjacent Property Owners within 200 feet of the project parcel.4. Topographic features including spot elevations and one-foot interval contours from abenchmark relating to (Town/City/State/USGS) datum. Grades shall extend 25 feetbeyond property where possible. Include full width of Right-of-Way(s).5. Pipe sizes and inverts of utility improvements including, but not limited to, stormsewer, sanitary sewer, manhole rims and sumps, vent risers, waterlines, meter pits,valve boxes, electrical lines, gas limes, telephone lines, etc.6. Location of all structures, monuments, roadways and other paved surfaces, ponds orother watercourses, poles, fencing, guardrails, curb cuts, etc. Include curb cuts ofadjacent property owners and opposite of Right-of-Way(s).7. Tree survey identifying all plantings 4-inch diameter and larger by measurement 2 feetabove grade, including species. Approximate limits of brush and/or overgrown(inaccessible) areas.8. One (1) stamped/sealed PDF of both the topographic and boundary survey on 24”x36”sheets.9. A schedule of when each drawing will be delivered.II.Submission RequirementsSubmissions must include the following information in a brief and concise format. Submissionsshould not exceed 4 pages, excluding resumes of key personnel. The City of Buffalo reserves theright to request additional information during the review of qualifications and to reject any and allsubmissions.A. Contact InformationName, address, federal tax ID number, telephone number and email address of the firm as well asthe name and title of the individual authorized to negotiate contracts.3B. Approach to ProjectAll proposals must state how the consultant or consultant team will approach the project. Theproposal should not only restate the Scope of Work but should state any specific tasks that will beundertaken to accomplish the Project goals. The consultant should also propose any tasks orsubtasks that they believe are required. Each task and subtask (if appropriate) must include thestaff that will be assigned to that task.C. Project ScheduleA description of the timeframe needed to complete surveys for each of the forty (40) sites. TheCity of Buffalo is interested in attaining surveys as soon as possible to meet an expedited projecttimeline and would therefore accept surveys upon completion in an ongoing manner. Pleaseinclude a project schedule that incorporates the expected start and completion timeframes foreach lot.D. ExperienceA description of similar projects completed by the firm. Please list three examples and include acontact person for the project who may be contacted as a reference.E. Fee ProposalThe proposal should include a proposed fee for all services delineated by task as outlined in theconsultant’s proposed scope of work. Each proposal shall include a delineation of all costsattributed to each site’s specific requirements. The cost proposal should include the hourly rate ofeach staff member who will work on a task and their number of hours by task. Any optionalcomponents or features recommended by the Consultant must be separately referenced and includeany and all costs attributed to such features. Reimbursable expenses should also be listed such asequipment costs, deliverables, consultant travel, and any printing cost.F. Additional Required Informationo Are there any current legal proceedings involving (and or judgments against) theConsultant and or members of the Consultant team or any of the affiliated individualswhether listed or not? If so, please explain.o Has the Consultant and or members of the Consultant team or any of the affiliatedindividuals ever been debarred or prohibited from bidding on work by any state or federalagencies such as but not limited to the U.S. Department of Housing and UrbanDevelopment, U.S. Small Business Administration, Erie County, and or the DormitoryAuthority of the State of New York? If so, please explain.III.Instructions for SubmissionsEach consultant must submit a full response as detailed in Section 2 Submission Requirements. Allsubmissions must include three (3) hard copies in an 8 ½”x11” document format.Submissions must be received by registered mail, email or hand delivered and registered at thereception desk at the address below by 4:00 p.m., Tuesday, June 30th, 2026.4Yvonne BaileyDirector of Real EstateMayor’s Office of Strategic Planning920 City Hall65 Niagara SquareBuffalo, New York 14202All questions or inquiries regarding the RFP must be submitted in writing to Yvonne Bailey,Director of Real Estate at: ybailey@buffalony.gov.IV.Evaluation CriteriaAll submissions received in response to this Request for Proposals will be reviewed by anevaluation committee consisting of representatives from the Office of Strategic Planning Divisionof Real Estate and the Division of Environmental Affairs, and such other City personnel at theCity’s sole discretion.The City will evaluate proposals based on the following selection criteria:1. Completeness of the Submittal (10%): All required documents have been submitted andthe submission presented in a clear and concise manner;2. Proposed Scope of Work (30%): The proposed scope of work meets the parameters of thisRFP (including timeliness) and the consultant clearly explains how to accomplish eachwork task;3. Experience and Qualifications (20%): Experience of the team on projects of similar scopeand size, as well as the experience of the staff assigned to each task; and4. Cost Proposal (20%): Proposed total cost and the reasonableness of costs assigned to eachtask.5. Contracting with Minority and Women Business Enterprises (20%): Per the Mayor’sExecutive Order 16-04, all City Departments must incorporate into their Requests forProposals (RFPs) or Requests for Qualifications (RFQs) for professional services,including but not limited to legal, architectural, accounting and engineering services, thefollowing:- A minimum of fifteen percent (15%) of the total score of the professional servicesresponse to an RFP or RFQ issued by the City of Buffalo is to be based on thebidder’s minority workforce development, community involvement and vendorpolicies;- A minimum of five percent (5%) of the total score of the professional servicesresponse to an RFP or RFQ issued by the City of Buffalo is to be based on thebidder’s women workforce development, community involvement and vendorpolicies.- The factors to be considered include, but are not limited to, the following:o Workforce Development: Respondents should describe any programs oractions they undertake to attract, recruit, train, retain and promote minority5
