REQUEST FOR PROPOSALS


For a Solar Energy Project Developer to Develop a Municipal Community Solar Automatic Enrollment Project and to Enter into a Master Performance Agreement with the City of Hoboken

This constitutes Addendum No. 3, dated December 6, 2024, to the above referenced Request for Proposals issued by Hoboken on October 31, 2024 (the “RFP”). Notice of this Addendum No. 3 shall be emailed to all registered Respondents.


Response to Questions


Q1. Please provide the aggregate electric consumption of Town residents that can be offset with the solar production of proposed community solar projects.
A1. The current, preliminary estimate of total subscriber group consumption is approximately 6,100 MWh annually. The City is also evaluating the addition of a master-metered affordable housing provider that would contribute approximately 500 MWh annually to this estimate.


Q2. For the proposal, will the Local Unit accept anything other than a lease or a memo of lease as proof of site control?
A2. Yes, submit the proof of site control available and the City will consider it during the proposal evaluation process.


Q3. In the Glossary section, the definition of “Replenishment Fee” includes the following: “If any funds are in the Reserve Fund account at the end of the term of the MPA, such funds shall be paid directly to the Local Unit or as otherwise agreed upon.” Also in the Glossary section, the definition of “Reserve Fund” includes the following: “If any funds are in the Reserve Fund account at the end of the term of the MPA, such funds shall be paid directly to the Solar Provider, or as otherwise agreed to.” Please clarify whether the Local Unit or Solar Provider receives any remaining funds in the Reserve Fund at the end of the term of the MPA.


A3. Remaining funds in the Reserve Fund will be paid to the Solar Provider the end of the term of the MPA and the definition in the Glossary is hereby so amended.
Q4. In Section 2.3 (page 22) for Proposal Option #1, the Solar Provider must commit to supporting the “the Township’s application in the competitive BPU Community Solar Program registration.” Please clarify what this competitive registration is; is this in reference to awarding a solar project in the CSEP or registering a municipality to host an opt-out program? If the competitive registration is for a solar project award, would the municipality and the solar provider apply together? Would the municipality still be the subscriber organization? Would the Local Unit seek to be the owner of the system?


A4. “Competitive registration” refers to the submission and awarding of a solar project in the CSEP. If a proposed project is not yet awarded through the CSEP, then the respondents must commit to supporting and applying with the Local Unit in the next CSEP registration window. Yes, the Local Unit will always be the subscriber organization for the purposes of this RFP and program. The Local Unit is not seeking ownership of solar assets.
Q5. Will the City of Hoboken consider a proposal that can enroll more than 700 LMI households if we have additional projects that are eligible to be included in this program?
A5. Yes. Please include in your proposal submission at least enough projects to satisfy the 700 LMI households and the City will consider and evaluate whether more households could be included during the proposal evaluation process.
