Sealed bids for the supply and delivery of the product named above will be received at the Office of the Director of Finance until 11:00 a.m., Monday, November 24, 2025. Thereafter, the bids will be opened in public and read aloud pursuant to the applicable provisions of the Governor’s Executive Orders. Responses received after this date and time will not be accepted.

BID SUBMISSION INSTRUCTIONSa. One (1) original and two (2) copies of all bids must be submitted in a sealed envelopeclearly marked "Water Pollution Control Division Supplemental Carbon". Ifforwarded by mail or courier, the sealed envelope must be addressed to "Director ofFinance, Town of Enfield, 820 Enfield Street, Enfield, Connecticut 06082". Bids mustbe at the Office of the Director of Finance by the time of the Public Bid Opening Datenoticed in Section 2 titled, KEY EVENT DATES. Postmarks are NOT an acceptablewaiver of this policy. Corrections and/or modifications received after the first bid ispublicly opened will NOT be accepted.b. Ditto marks or words such as "SAME" on the Bid Form are NOT considered writingand must not be used.c. All information must be submitted in ink or typewritten. Mistakes may be crossedout and corrections inserted. Corrections must be initialed by the person signing thebid. Bids are considered valid for sixty (60) days after bids(s) are opened. Biddersmay not withdraw, cancel, or modify their bid for a period of sixty (60) days afterbid(s) are opened.d. Bids must be signed by an authorized person representing the legal entity of thecompany submitting the bid.e. The inability to meet any specified requirements(s) must be stated in writing andattached to the Bid Form or written on the Bid Form.5. Failure oromission of the Bidder to receive or examine any information shall in no way relieve anyBidder from obligations with respect to their bid.6. INTERPRETATION OF ACCEPTABLE WORKThe specifications, bid and contract documents are to be interpreted as meaning thoseacceptable to the Town of Enfield. Any substantive changes or interpretations will beissued by the Town in writing as an addendum.7. TAX EXEMPTIONSThe Town of Enfield is exempt from Federal Excise taxes and Connecticut Sales and Usetaxes. Bidders shall avail themselves of these exemptions.8. INSURANCEThe awarded Bidder must provide a current Certificate of Insurance to the Director ofFinance PRIOR to commencement of work, with the following requirements:The provider shall agree to maintain in force at all times during the contract the followingminimum coverage. Insurance shall be written with Carriers approved in the State ofConnecticut and with a minimum AM Best’s Rating of “A” VIII. In addition, all Carriers aresubject to approval by the Town of Enfield. Minimum Limits:a. Commercial General Liability Each Occurrence $1,000,000, $2,000,000 Aggregate. Townof Enfield shall be named as an Additional Insured on a primary non-contributory basisfor ongoing and completed operations. Waiver of Subrogation to be provided.b. Auto Liability Combined Single Limit $1,000,000 for all owned, hired and non-ownedvehicles for property damage and liability. Proof of Pollution Liability coverage isrequired. The Town of Enfield shall be named as an Additional Insured.c. Umbrella/Excess Liability $5,000,000 and $5,000,000 Aggregate. General Liability, AutoLiability and Workers’ Compensation to be listed as underlying coverages.Umbrella/Excess Liability to follow form with respect to Additional Insured and Waiverof Subrogation.d. Workers’ Compensation - For all the employees employed on said Work shall bemaintained in accordance with Connecticut’s Workers’ Compensation Act. In case anyclass of employees engaged in hazardous Work under the contract at the site of theWork is not protected under the Workers’ Compensation Act, the contractor shallprovide Workers’ Compensation Insurance for the protection of its employees nototherwise protected. Waiver of Subrogation to be provided.e. A thirty (30) day Notice of Cancellation applies for the Town of Enfield.3TOWN OF ENFIELD, CONNECTICUTINVITATION TO BIDWATER POLLUTION CONTROL DIVISIONSUPPLEMENTAL CARBONStandard Instructions to Bidders (Continued)If any policy is written on a “Claims Made” basis, the policy must be continually renewedfor a minimum of five (5) years from the completion date of this contract. If the policy isreplaced and/or the retroactive date is changed, then the expiring policy must be endorsedto extend the reporting period for claims for the policy in effect during the contract forfive (5) years from the completion. Exceptions to the Town’s Insurance requirements aresubject to the sole discretion of the Town of Enfield.9. BID BONDBidders are required to furnish a bid surety at the time the first bid is opened in the amountof five thousand ($5,000) dollars. The bid surety should be in one of the following three(3) forms: (a) a bank certified check, (b) a bank check, or (c) a surety company bond.The surety company must be authorized to write such surety bonds in the State ofConnecticut. Checks or bonds must be drawn to the order of "Town of Enfield, Attn:Director of Finance".10. PERFORMANCE BOND AND PAYMENT BONDTo ensure the faithful execution of this bid according to its provisions, the Vendor awardedthis bid must provide to the Town of Enfield, at the Vendor’s expense, with a performanceand payment bond in the amount of five thousand ($5,000) dollars. The bonds mustbe issued by a company authorized to write such surety bonds in the State of Connecticut.The bonds shall be drawn to the order of the "Town of Enfield, Attn: Director of Finance",and delivered to the Town prior to commencement of work. On projects less than fiftythousand ($50,000) dollars, the Vendor may substitute the performance bond (but notthe payment bond), for a bank certified check or a bank cashier's check in the amountof five thousand ($5,000) dollars.11. GUARANTEEThe Vendor awarded work under this Invitation to Bid shall guarantee its product meetsthe specifications in this Bid Packet for the duration of the contract period.12. PERMITSThe Vendor is solely responsible for obtaining all required permits, obtaining all necessaryinspections and approvals and satisfying any and all fees. The Town will waive all Town ofEnfield fees for building permits and inspections.13. FAIR EMPLOYMENT PRACTICESThe Vendor agrees not to discriminate against any employee or applicant foremployment in the performance of this Contract's work with respect to hire, tenure, terms,conditions, or privileges of employment due to race, sex, age, religion, national origin, orother conditions proscribed by State or Federal law.4TOWN OF ENFIELD, CONNECTICUTINVITATION TO BIDWATER POLLUTION CONTROL DIVISIONSUPPLEMENTAL CARBONStandard Instructions to Bidders (Continued)14. CONTRACT PERIODIt is anticipated that the initial Contract period shall be from date of award through June30, 2026. Subsequent one (1) year renewals, at the option of the Town of Enfield, maybe available for two (2) additional years. Total contract period, including all options, shallnot exceed thirty-six (36) months.15. AWARDING THE BIDThe Town of Enfield reserves the right to accept or reject, any, all, or any part of a Bid, towaive formalities or informalities and to award the bid deemed to be in the bestinterests of the Town.It is the Town's policy not to award bids to those who owe the Town of Enfield prioryear(s) property taxes.The "Bid Awarded" date in Section 2 titled, KEY EVENT DATES, is the date the bid isanticipated to be awarded. It is not a date certain.16. MODIFICATIONS AND ADDENDAThe Town may, before or after bid opening and in its sole discretion, clarify, modify, amendor terminate this Invitation to Bid if the Town determines it is in the Town’s best interest.Any such action shall be affected by a posting on the Town’s website, www.enfield-ct.gov/Bids.aspx. Each respondent is responsible for checking the Town’s website todetermine if the Town has issued any addenda and, if so, to complete the AddendumAcknowledgement Form in accordance with the Invitation to Bid as modified by theaddenda.17. INDEMNIFICATIONWhere permitted by law, the Vendor shall defend, indemnify, and hold harmless the Townof Enfield and all of its officers, employees, and agents from all suits, actions, or claims ofany character, name, or description brought for or on account of any injury or damagecaused to any person or property as a result of, in connection with, or pursuant to theperformance of the Vendor, including all costs incurred by the Town of Enfield in defendingitself against such claims or actions, in proportion to the extent that the Vendor is held liablefor same by an arbiter of competent jurisdiction. As much of any money that may be due tothe Vendor under the Contract as the Town of Enfield considers necessary for the purposeof such indemnification or holding the Town of Enfield harmless may be retained for suchuse by the Town of Enfield; and the Vendor’s surety bonds may be held until such suit orsuits, action or actions, claim or claims, as aforesaid, shall have been settled and until theVendor has furnished to the Town of Enfield suitable evidence to that effect. Such indemnityshall not be limited by reason of any insurance coverage required under the Contract.End of Standard Instructions to Bidder5
