The purpose of this RFP is to solicit proposals that will enable Juvenile Court Services in Dallas, Guthrie, Jasper, Madison, Marion, Polk and warren counties with meaningful programming to assist youth that need to fulfill probation requirements and/or who violate the terms of their probation and also helps involved youth acquire reasoning skills to avoid further problem behaviors. The Community Based Sanctions program will serve as a series of intermediate and graduated sanctions in lieu of detention, revocation of probation, out of home placement, or filing a petition on an Informal Agreement.

The IJB intends to award a Contract(s) beginningand ending on the dates listed on the RFP cover sheet, and the IJB, in its sole discretion, may extend theContract(s) for up to the number of annual extensions identified on the RFP cover sheet.1.2 DEFINITIONSFor the purposes of this RFP and the resulting Contract, the following terms are defined.“Agency” means the agency identified on the RFP cover sheet that is issuing the RFP.“Bid Proposal” or “Proposal” means Respondent’s proposal submitted in response to the RFP.“Contract” means the Contract(s) entered into with Respondent(s) as described in section 6.“Contractor” means the awarded business/person to provide the contractual services agreed upon.“General Terms” and “General Terms and Conditions” shall mean the General Terms for Juvenile CourtServices service contracts as linked on the RFP cover page.“IJB” shall mean the Iowa Judicial Branch.“Invoice” means a Contractor’s claim for payment. At the IJB’s discretion, claims must be submitted onan original invoice from the Contractor and on a claim form accepted by the IJB, such as a GeneralAccounting Expenditure (GAX) form.“Juvenile Court Officer” or “JCO” means a person appointed as a juvenile court officer under section602.7202 of the Iowa Code and also includes a chief juvenile court officer appointed under section602.1217 of the Iowa Code.“Juvenile Court Services” or “JCS”, for the purposes of this RFP, means a unit of the Iowa Judicial Branchin which juveniles adjudicated by the Iowa Juvenile Court as delinquent and youth at risk of entering thecourt system receive services as directed by the Chief Juvenile Court Officer or designee.“Respondent” means the company, organization or other business entity submitting a proposal inresponse to this RFP.“Responsible Respondent” means a Respondent that has the capability, as determined in the solediscretion of the IJB, in all material respects to perform the scope of work and specifications of theContract. In determining whether a Respondent is a Responsible Respondent, the IJB may consider variousfactors including, but not limited to, the Respondent’s competence and qualifications to provide the goodsor services requested, the Respondent’s integrity and reliability, the past performance of the Respondentand the best interest of the IJB and the State.Iowa Judicial BranchJCS Update 10/15/25Page 3 of 39RFP JUV-27-CB-05-003“Responsive Proposal” means a Proposal that complies, in the sole discretion of the IJB, with the materialprovisions of this RFP.“RFP” means this Request for Proposals and any attachments, exhibits, schedules or addenda hereto.“State” means the State of Iowa, the IJB, and all state agencies, boards, and commissions, and any politicalsubdivisions making purchases from the Contract as permitted by this RFP.“Vendor” means anyone who provides goods or services to another entity.1.2.1 Additional Definitions specific to this RFP:“Informal Adjustment” or “IA” means a disposition of a complaint without the filing of a petition and mayinclude but is not limited to the following: a. Placement of the child/youth on nonjudicial probation; b.Provision of intake services; c. Referral of the child/youth to a public or private agency other than thecourt for services. Not to exceed six (6) months.“Informal Adjustment Agreement” or “IAA” means If a matter proceeds by informal adjustment, thechild/youth, the parents, and juvenile court services sign an informal adjustment agreement that requiresthat the child/youth admit the charges and agree to certain conditions of supervision. If the child/youthobeys the conditions of the informal adjustment agreement, the child/youth is released from thesupervision of juvenile court services and no delinquency petition is ever filed. Not to exceed six (6)months.“Restorative Justice” means a philosophy that aims to repair the harm caused by crime through acollaborative process involving the victim, the offender, and the community. Instead of focusing solely onpunishment, restorative justice emphasizes accountability and healing for all parties affected by the crime.This approach encourages open dialogue and mutual understanding, allowing those impacted to addressthe harm and work towards resolution.“Service Learning Activities” means promoting and supporting youth learning through activeparticipation in community engagement experiences while enhancing their skills and aptitude, improvingsocial engagement, and completing community service and Service Learning simultaneously. ServiceLearning is an important, meaningful, and valuable tool that is instrumental in increasing youthaccountability, restoring victims, and reconnecting youth, and community. Service Learning Activitiesinclude, but are not limited to, interventions, volunteering, community service placements and projects.1.3 OVERVIEW OF THE RFP PROCESSThe RFP process is for the IJB’s benefit and is intended to provide the IJB with competitive information toassist in the selection process. It is not intended to be comprehensive. Each Respondent is responsible fordetermining all factors necessary for submission of a comprehensive Proposal.Respondent should review Attachment 3, Form 22 Request for Confidentiality, for more information if itsProposal contains confidential information. Any Proposal marked “Confidential” or “Proprietary” on everypage may be disqualified.Respondents will be required to submit their Proposals electronically via email to the Issuing Officer.Iowa Judicial BranchJCS Update 10/15/25Page 4 of 39RFP JUV-27-CB-05-0031.4 BACKGROUND INFORMATIONEarly intervention and follow-up programs/graduated sanctions services are services to be provided tochildren adjudicated delinquent and to children who have been referred to juvenile court services for adelinquency violation or who have exhibited behaviors that put them at risk of a juvenile delinquencyreferral. The services are directed to enhance personal adjustment to help the children transition intoproductive adulthood and prevent or reduce criminal charges, out-of-home placement, and recidivism.The application of meaningful sanctions and the ability for youth to gain positive standing in thecommunity are important components of juvenile probation and part of the Restorative Justice model.Sanctions programs can help youth understand that there is accountability for illegal behavior and/or non-compliance with probation, learn the impact of their behavior on themselves and the larger communityand develop the reasoning skills to avoid problem behaviors in the future.Juvenile Court Services (JCS) within District 5 seeks one or more vendors to provide Community BasedSanctions Learning Services throughout seven (7) counties within JCS District 5, with the option to expandthe program to the remaining counties within JCS District 5 in future years. The initial seven counties tobe covered include Polk, Dallas, Guthrie, Jasper, Madison, Warren and Marion. Community BasedSanctions Services should consist of intensive and meaningful programming to assist youth that need tofulfill probation requirements and/or who violate the terms of their probation. This program will serveas a series of intermediate and graduated sanctions in lieu of detention, revocation of probation, out ofhome placement, or filing a petition on an IA. This program is also preventative and protective in that theschedule will disrupt high risk time periods while helping youth see positive activities in the communityto which they can contribute. A Juvenile Court Officer will determine the level of Community BasedSanctions Services a youth will receive by reviewing the service needs of the youth, their type and numberof violations, and any risk they pose to community safety. An important component of Community BasedSanctions Services is that the youth understand and address the harm they have caused to the community;that their crimes were not victimless. Through the program, youth should gain empathy for the harm theyhave caused others and the community as well as understand the harm they have caused themselves.Iowa Judicial BranchJCS Update 10/15/25Page 5 of 39
