RFP for Proposed Prowell Park

Coweta County is soliciting proposals from interested engineering firms for the design of civil/site plans for a proposed Recreation Complex and the associated driveways, parking, and storm drainage for the site. The design will include rough grading, storm drainage, and erosion control plans for the entire park complex. It is anticipated that the buildout of the park, after clearing, initial rough grading, storm drainage, and road construction will take place in phases, with the buildout of phase 1 being performed in conjunction with the mass grading for the entire park, as depicted on the attached conceptual layout. The sports fields and parking areas inside of the dotted purple lines on the attached concept are proposed for phase 1. The road through the park property that will connect to the existing Andrew Bailey Park is also included in phase 1. The design for phase 1 will include the lighting, hardscapes, fine grading, irrigation, and site amenities for the first phase of the park. The project site is located on Fischer Road, just north of Minix Road. The County has a geotechnical engineering report for the property that will be provided to the selected consultant.

The selected consultant will prepare grading and drainage plans for the entire site, site utility plans, construction details, and initial, intermediate and final erosion, sedimentation, and pollution control plans for the site. Phase 1 components of the site will also be included in this initial task order.

Relevant Dates:
  • Proposal packages are due no later than 3:00 pm on May 9, 2025.
  • Proposal packages will be reviewed and a recommendation presented to the Board of Commissioners at the May 20, 2025 meeting.

All proposals will be evaluated based on a combination of experience, schedule, and cost. Proposals can be emailed to thandley@coweta.ga.us or mailed/delivered to 70 Selt Road, Newnan, GA 30263 by the due date noted above.

Scope of Work:
  • Provide a boundary and topographic survey for the property.
  • Identify and delineate the streams and wetlands that are located within the property.
  • Utilize the conceptual park plan and topographic survey to develop a grading plan that balances the volume of cut and fill as nearly as possible.
  • Prepare a hydrology study and stormwater management plan to satisfy the requirements of the County ordinances and MNGWPD.
  • Preparation of grading and drainage plans including storm drain pipes and structures.
  • Preparation of initial, intermediate and final erosion, sedimentation and pollution control plans for the entire site.
  • Survey of existing utilities along Fischer Road for inclusion in the plans.
  • Coordination with electrical service provider and design of electrical distribution for the park.
  • Design of water supply to and through the park to include the placement of fire hydrants on the site.
  • Design of a left turn lane and right turn lane on Fischer Road at the entrance to the park.
  • Design of the main road though the park including the connection to Andrew Bailey Park, parking within phase 1, and access drives within phase 1. No road design beyond the connection to the existing road within the Andrew Bailey Park will be required.
