RFP ERO DO #26-F-1-24/25 - Community Asset Map, Assessment, and Strategic Community Plan
Carroll County Government (the County) in Maryland is issuing this Request for Proposal (RFP) to solicit bids from experienced and qualified contractors who can assist in the development of an Asset Map and Community Assessment for Carroll County. This effort is funded through the Engaging Neighborhoods, Organizations, Unions, Governments, and Households (ENOUGH) Act Grant. The ENOUGH initiative is a state-led, place-based strategy designed to create opportunities to fight poverty through community-driven solutions, informed by lived experiences, data, and cross-sector collaboration. The focus of the assessment will be the two identified high childhood poverty areas in Union Bridge and part of Westminster . The linked maps are presently identified census tracts; however, since poverty does not neatly follow census tracts, these areas will be redefined by the Local Management Board (LMB) as we engage with local elected and other community leaders prior to commencement of the community engagement stage. Data dashboards for the high poverty communities in Union Bridge and Westminster can be found linked here and specific consideration should be given to the high percentage of poverty in the Hispanic community in the Westminster census tract. The goal of this RFP is to identify a contractor who can lead the development of an asset map, a comprehensive needs assessment, and strategic community plan for Carroll County that aligns with the principles of the ENOUGH initiative, particularly targeting communities disproportionately impacted by systemic barriers limiting wealth creation and economic mobility.
