Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth ofPennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged withproviding “affordable decent, safe and sanitary housing for low-income persons.”The HACP has approximately 300 employees and services over 10,000 residents. The Authority,its partners and subsidiaries operate approximately 4000 units of rental housing; and, through itsHousing Choice Voucher Program, funds housing assistance for the rental of more than 6000 otherunits of privately owned housing.Major operational departments include Asset and Site Management, Facility Services, Occupancy,Housing Choice Voucher, and Modernization & Development. Major administrative departmentsinclude Legal, Finance, Information Technology, and Human Resources. Our public andcommunity relations departments are Community Affairs and Resident Self-Sufficiency. Alldepartments work together to achieve the goals of the Authority that are set by the Board ofCommissioners. day to day decision-making rests with the Executive Director, who reports to theBoard of Commissioners on a regular basis.The Housing Authority of the City of Pittsburgh seeks proposals from persons or organizationsqualified to provide Compliance Consultant Services.The Authority is contemplating the award of a professional service contract, or contracts, for aninitial term of three (3) years with two (2), one (1) year extension options, for a total of five(5) years, in the form of the Contract (Attachment A) through this solicitation process. Ifsubmitting alterations to the HACP contract for review and acceptance by HACP, please submitan electronic version in MS Word format with your proposal. All proposals must bereceived at the above address no later than 11:00 a.m. on December 10, 2025, regardless of theselected delivery mechanism.4Housing Authority of the City of PittsburghRFP #125-40-25Compliance Consultant ServicesSECTION IISCOPE OF SERVICESThe scope of services to be performed by Consultant shall include, but not necessary limited to thefollowing:1. Conduct departmental on-site reviews to determine Agency needs as pertains toperformance and compliance and assist with strategies for improvements.2. Interpret complex federal and state regulations concerning the compliance aspects of variousstate, federal, and local grant agreements.3. Utilize extensive analysis skills to recommend appropriate adjustments to ensurecompliance with the Agency's performance4. Gather and interpret data, apply knowledge of statistical methods, utilize performancemeasurement tools, and prepare reports5. Makes management presentations6. Properly initiates and manages multiple ongoing projects independently with variousdepartments7. Conduct research and develop strategies for recommendations to the ExecutiveDirector to improve organizational effectiveness8. Communicate and interact with various departments as requested by the ExecutiveDirector9. Prepare written reports as requested.10. Make recommendations for corrective actions11. Perform other related tasks as requested by the Executive Director12. Be available for approximately 40-80 hours per month during the term of theAgreement.13. Assist with addressing audit findings and preparing responses to external agencies (asapplicable)14. Assist with the preparation of responses to regulatory agencies.15. Provide direct oversight to the Audit Department to ensure all areas of compliance areaddressed.16. Advise the Executive Director on regulatory changes that may impact the Agency.17. Advise, review, and prepare documents to ensure compliance with MtW agency goals.18. Conduct operational investigation(s) related to workflow(s)19. Assist in grant management and implementation.20. Provide Operational Training for any HUD housing programs managed by HACPThe Professional Services Contract that is anticipated for us to obtain these services is included herein asAttachment A.5
