The character, integrity, reputation, judgment, experience, and efficiency of thebidder as well as the bidder's ability, capacity, and skill to provide the service andproducts required.b. Delivery time, price, specifications, and product comparison.c. Any and all bids shall be presented to the Board of Water Commissioners forapproval and award at the first regular meeting following the bid opening.The bid price(s) shall hold firm until the award of a contract. Contract prices shall holdfirm through December 31, 2026 and shall apply to any orders placed during thisperiod. All prices to be stated on a delivered basis.a. All proffered bids shall conform to the specifications issued herein. Bids failing tomeet the minimum requirements will be considered unacceptable.b. A bid form is provided in the following specifications for the insertion of necessaryprices and information on the items as defined in the specification sheet(s). The bidform and the Vendor Information Sheet shall be completed in full, includingdelivery times, with any and all exceptions noted, and submitted to the ManchesterWater Works office, at 281 Lincoln Street, Manchester NH 03103, no later than 2:00P.M. on Thursday, June 25th. Only submit pages 54 through 56 (Bid Form andVendor Information Sheet).c.Bidder must be able to provide equipment submittals for review by Owner within two(2) weeks of contract award.d. Bids shall be proffered on the forms furnished, submitted in sealed envelopes andnotated Generators & Switches Bid, Attn: Tim Duval.e. The materials shall meet the Manchester Water Works' full approval beforepayment is issued on any and all invoices.f. Invoices shall be paid on the City pay day. All invoices shall be received no laterthan the first Wednesday of the month in order to be paid on the third Wednesday ofthe month.g.The Manchester Water Works is exempt of Federal Excise Tax.h. The Manchester Water Works is authorized to purchase products and equipmentunder the State of New Hampshire’s purchasing contracts, at the current bid prices.GC-1i. Warranty, length and terms of warranty must accompany the bid proposal.Bid Withdrawal:Modification:Electronic:j. The Board of Water Commissioners reserves the right to accept or reject any andall bids as well as to waive any informalities.k. Any and all materials and/or equipment which does not meet the specifications shallbe replaced by the bidder at no cost to the Manchester Water Works.l. All drinking water components shall meet NSF 61 as may be applicable.Bids may be withdrawn prior to the closing time for receipt of bid proposals. A requestto withdraw a bid must be submitted in writing and signed by the bidder. Verbalrequests to withdraw a bid will not be accepted.Bids may be modified by the bidder prior to the closing time for the receipt of bidproposals. Modifications must be submitted in writing and signed by the bidder. Onlyadditions or subtractions to the bidder's original proposal must be stated. Bid pricesare not to be stated. No verbal modifications will be accepted and modifications willnot be accepted after the closing time.Communication: A bid proposal may be withdrawn or modified by electroniccommunication provided such communication is received by the Manchester WaterWorks prior to the closing time for receipt of bid proposals. Written confirmationsigned by the bidder must be mailed and postmarked prior to the closing time andreceived by the Manchester Water Works within two (2) days from the closing time,otherwise no consideration will be given to the electronic communication. Control and monitoring.4. Generator overcurrent and fault protection.5. Generator, exciter, and voltage regulator.6. Load bank.7. Outdoor generator-set enclosure.8. Remote radiator motors.9. Vibration isolation devices.1.2DEFINITIONSA. EPS: Emergency power supply.B. EPSS: Emergency power supply system.C. LP: Liquefied petroleum.D. Operational Bandwidth: The total variation from the lowest to highest value of a parameter overthe range of conditions indicated, expressed as a percentage of the nominal value of theparameter.1.3ACTION SUBMITTALSA. Product Data: For each type of product.1. Include rated capacities, operating characteristics, electrical characteristics, and furnishedspecialties and accessories.2. Include thermal damage curve for generator.3. Include time-current characteristic curves for generator protective device.4. Include fuel consumption in cubic feet per hour (cubic meters per hour) at 0.8 powerfactor at 0.5, 0.75 and 1.0 times generator capacity.5. Include generator efficiency at 0.8 power factor at 0.5, 0.75, and 1.0 times generatorcapacity.6.
