Questions and Answers
Past Vendors and Rates: Could you provide a list of previous vendors and the hourly rates paid for each discipline involved in the contract?

Beginning with the 2022-2023 school year, and continuing for a total of 3 years, Oxford Public Schools entered into an agreement with CT Behavioral Health to provide comprehensive school mental and behavioral health services. These services were provided through a grant from the State of CT.

Please note that this RFP is soliciting proposals from qualified counseling  firm(s)/organization(s) to provide on-site counseling and mental health services to District students at one or more District schools on a solely lease-term basis.  It is intended that this will be a lease for space for the operation of counseling services on District properties. Because the counseling firms/organizations are providing essential services to benefit the students in the District, it is the intention of the District to lease the space to the selected bidder free of charge.

The terms of any such lease agreement will be negotiated between the District and the selected firm(s)/organization(s). The District anticipates that student families’ health insurance will be billed by the counseling firm(s)/organization(s) for all services provided. The District would simply furnish space within District school buildings to the selected counseling firm(s)/organization(s).

Service Coordinator Contact: Who is the designated individual coordinating the services for the various disciplines within the district, and could you share their contact information?

Director of Special Education, Linda Cascella; cascellal@opsct.org

School Day Hours: How many hours constitute a school day for the purposes of this contract?

Schools are in operation between the hours of 7:00 a.m. and 4:00 p.m.

School Year Duration: How many school days are scheduled per year?

180 days

Additional Disciplines: Are vendors permitted to bid on special education disciplines not explicitly listed in the RFP?
Please note the response to question 1 above.

Award Timeline: What is the anticipated award date for this RFP?

June 23, 2026

Teletherapy Option: Is the district open to the use of teletherapy for service delivery?

No

Electronic Signatures: Are electronic signatures acceptable for signing the bid documents?

Yes

Resume Requirements: Does the district require resumes to be included as part of the bid submission?

Bidders should submit any information they think is pertinent to their proposal.

Which Services specifically are needed (LWS, Counselors, etc.)?

Please review the "Scope of Services" section of the RFP. Note that an organization should be prepared to provide services as they are needed depending upon student needs as they are presented.
