Request for ProposalBridgeton Independence DayFireworks DisplayRFP Available: Monday, February 2, 2026Deadline for questions: Tuesday, February 17, 2026Bid Opening: Tuesday, February 24, 20261REQUEST FOR PROPOSALThe City of Bridgeton, Missouri invites your company to submit a proposal on this RFP Package, titled:Bridgeton Independence Day Fireworks Display, as defined hereinafter. All terms and provisions listedin the enclosed: “REQUEST FOR PROPOSAL”, “BID INSTRUCTIONS”, “PROJECT SPECIFICATIONS” AND“PROPOSAL FORM” are integral parts of the Bid Package. The City of Bridgeton reserves the right towaive informalities in any proposal, to reject any or all proposals in whole or in part, to readvertise, tonegotiate segments of any or all proposals and to take any action that it feels is in its best interest. Theproposal price for a Fireworks Display will include: 1) Manage and exhibit a fireworks display onIndependence Day for a term of 3 years; contractor would provide a fireworks display in 2026, 2027,and 2028.BID INSTRUCTIONS1. Bids submitted in accordance with the specifications contained herein will be received by theCity of Bridgeton until 10am, Tuesday, February 24th, 2026. All sealed bids should bedelivered to the Bridgeton City Clerk at 12355 Natural Bridge Road, Bridgeton, Missouri, 63044.2. Bid proposals will be opened publicly immediately following the deadline of 10am,Tuesday, February 24th, 2026, in the CouncilChamber of Bridgeton City Hall,12355 NaturalBridge Road, Bridgeton,MO,630443. Bid Proposals are to be contained in a sealed envelope, plainly marked "Bridgeton IndependenceDay Fireworks Display".Include the name of the bidder, date and time of the bid deadline on thefront of the envelope.4. Bid proposal forms (attached) must be completed and signed. Failure to complete theforms attached is cause for rejection of bids.5. All specifications listed are intended to be preferred function and performance specifications.No specifications should be construed as representing any particular brand of material. Biddersshould propose to furnish materials that come closest to meeting the details of thespecifications. Where deviations are necessary, bidder must specify such deviation in the bidp r o p o s a l , stating why materials he/she proposes will render equivalent reliability orperformance. Failure to detail all such deviations will provide a basis for rejection of the entireproposal.6. The City of Bridgeton is exempt from all sales tax. Exemption certificates will be furnishedupon request.7. Contractors are responsible for the timely delivery of bid packages to the Bridgeton City Clerk atCity Hall.2SCOPE OF WORKThe City of Bridgeton is accepting proposals from qualified licensed contractors to manageand exhibit a fireworks display on Independence Day of 2026, 2027 and 2028. Thedisplay takes place each Independence Day evening at the Bridgeton Municipal AthleticComplex, 13217 Ferguson Lane, Bridgeton, Missouri 63044. This RFP invites companies tosubmit proposals describing fireworks display within the minimum criteria set by the City ofBridgeton.Specifications: Proposal shall include an opening finale, main program body, and grand finale segment atthe conclusion of the display. City of Bridgeton is particularly interested in featuring someunique display elements, including but not limited to product or special effects used. These programs shall be fully choreographed to a single soundtrack that is vendorprovided and City of Bridgeton approved. The City has the right to request edits to thesoundtrack. Program will be no less than 23 minutes in duration and no longer than 26 minutes. Contractor will provide sufficient crew to safely discharge a close proximity display asrequired by launch site restrictions as well as the following required licenses:o Federal Explosives License/Permito United States of America Department of Transportation Pipeline andHazardous Materials Safety Administration-HAZARDOUS MATERIALSCERTIFICATE of REGISTRATIONo U.S. Department of Transportation Federal Motor Carrier SafetyAdministration- HAZARDOUS MATERIALS SAFETY PERMITo MISSOURI DIVISION of FIRE SAFETY – Fireworks Permit - DISTRIBUTOR The contractor shall be required to obtain, at the contractor’s expense, all permits,4give all necessary notices, and comply with all local, state, and federal rules andregulations and regulations, ordinances and statues that apply without limitation. Thecontractor assumes complete and sole liability for all federal, state and local taxes thatare applicable. Contractor must have a valid good standing APA certificate. The contractor will comply with the most current version of applicable National FireProtection Association (NFPA) standards and guidelines 1123 and/or 1126 asapplicable. All applicable requirements as established by the local Authority HavingJurisdiction (AHJ) will also be complied with. City assumes the risk of weather or causes beyond the contractor’s control whichmay prevent or delay performance on the schedule date/time. Contractor must beavailable for display on back-up date within 120 days of the original date. City has the option of unilaterally canceling the services prior to the date of theperformance but will pay liquidated damages at the following percentages of theagreed contract price:o 25% if cancelation occurs within 21 days.o 50% within 20 days.o 75% on the event date but prior to physical set upo 100% thereafterCity’s Responsibility Provide a suitable, secure display site in which to stage the services, including, ifnecessary, a firing and a fallout zone acceptable to contractor. Policing, guard protection, roping, fencing, and/or other crowd control measures toprevent the unauthorized access of the public. BMI/ASCAP and/or any other musical rights issues and related fees.Expense of Submittal PreparationThis RFP is a public document. By responding to this RFP, respondents waive any challengesto the City's decision in this regard. Not-withstanding the foregoing, respondents recognizeand agree that the municipality will not be responsible or liable in any way for any lossesthat the respondent may suffer from the disclosure of information or materials to thirdparties.Questions/Clarifications RequestNo information or clarification of the meaning of any part of this RFP will be made orally toany respondent. Respondents must request such interpretation or clarification in writingfrom the city by email.
