RFP for Dam #5 Hydrodredging Project

NOTICE IS HEREBY GIVEN that pursuant to a fair and open process, sealed submissions will be received by the Lackawanna County Chief of Staff, Lackawanna County Government Center, 123 Wyoming Ave., Scranton, PA 18503, until 3 p.m., Wednesday, Sept. 23, 2026, by courier (USPS, UPS, or FedEx). Hand delivered proposals will be accepted.

Lackawanna County No. 5 Dam (D35-022) is a high hazard dam across Stafford Meadow Brook located on Montage Mountain, Scranton. Constructed in 1887, the dam is a 248-foot long, 35-feet high earthen dam with a normal pool storage of 98 acre-feet. Lackawanna County proposes to dredge accumulated silts and sediments to restore water depth to the original storage capacity.
