The Ohio Department of Commerce, Division of the State Fire Marshal is soliciting bids for: 1 New Gate and barrier with additional safety feat ures and to include permits needed. DSFM is a secure facility. The need for two (2) operable gates is important to create controlled entry/exit point for authorized individuals. The gates also offer an opportunity for security personnel to greet visitors, understand the nature for their visit, and to steer them in the correct direction. These are vehicular Class III and Class IV gates.
On March 25th, the entry gate came in contact with a Conestoga-style trailer. There were no injuries in this incident. The gate barrier (arm) was resting on one of the soft parts of the trailer cover. The driver pulled ahead while the arm was still in contact and bent the arm from the pivot point. The reason why the gate came in contact is unknown. This could have been due to insufficient safety component(s) that were never installed, an inoperable safety part, or the fact that the part it came in contact with the canvas of the vehicle and not a sturdy metal, structural member.
Later that morning, once the obstruction was removed and the entry drive was back open to traffic, the gate PM vendor showed up to assess the situation. The gate barrier itself is a complete loss. The cabinet looks to be in salvageable condition but its current state is unknown. It would only be until a new gate barrier is installed and hydraulic pressure applied and power re-established would they find if there are any additional components that were needed to be repaired. Just because a part doesn’t look like it is broken or misshaped from a visual glance does not mean it was not functionally compromised when the gate barrier was hyperextended, causing a tremendous amount of unknown stresses at various points of the controller cabinet. Therefore, due to the nature of unknowns with simply replacing the gate barrier, it is strongly encouraged to change out the whole unit.
For aesthetic purposes, the gate barrier arm needs to match with the existing exit gate . These gates were originally installed in 2017. They are from IDEAL manufacturing in Billings, MT. They have a trademark on the aluminum amplimesh that is currently installed meaning it may be very difficult to find a suitable alternative. While chainlink is a relatively close match in terms of having 2” x 2” fence provided, aesthetically it does not match and does not compare in strength, corrosion resistance, climbing hinderance all the while allowing air to pass through. Because of this design, IDEAL is the only known manufacturer that will meet this need. DSFM has gotten repair parts and technical troubleshooting advice from the manufacturer in the past.
In addition to changing out the unit, DSFM is requesting additional safety features be implemented to strongly reduce the likelihood of having a similar incident occur again. Such features include: a virtual loop sensor by adding a distance measuring radar. This is in addition to using the standard safety eyes and continued use of the bump-edge along the bottom of the gate barrier. Applying the use of an in-ground loop is another safety barrier that will serve as redundancy safety monitors for vehicular traffic in the barrier zone.
It is important to get this gate back up to a safe, operational status to allow for proper vetting of personnel (both visitors and employees) on site.
Affected gate information: S/N: 22504172174, Model: HYJD-B, 208v, 3ph, 60hz, 10A) Mfd April 2017, Installed July 2017
