PurposeThe New York State Housing Finance Agency (“HFA”) seeks competitive proposals fromqualified vendors to provide a supplier diversity, compliance and portfolio management solution(the “Solution”) for its Department of Empowerment, Compliance, and Opportunity (“DECO”).The Solution must support MWBE and SDVOB goal setting, directory integration, outreach, riskmanagement, workforce tracking, compliance monitoring and project-level tracking, and impactreporting2, while enabling comprehensive portfolio management and reporting across Agency-funded programs, including programs funded by the Agency’s Affiliates, in accordance withrelevant State regulations.Please note that all Agency data must be segregated from other customer data. Agency data mustnot be made available outside the borders of the contiguous United States (“CONUS”), eitherphysically, electronically, verbally, or in any other form or manner; AND all resources of thesuccessful Proposer must be physically located within the borders of the CONUS.More detailed information relating to the Agency and its programs may be found at the Agencies’website, hyperlinked herein.3. Assessment of Practices relating to Diversity and Service-Disabled Veteran Owned Business Enterprises (“SDVOBs”)The Agency(ies) has/have determined, pursuant to New York State Executive Law Article 15-a(“Article 15-A”) and New York State Veterans’ Law Article 3 (“Article 3”), that the assessmentof participation by minority-and/or women-owned business enterprises (“MWBEs”) (assessmentof participation by MWBEs hereinafter referred to as “Diversity”) and SDVOB practices ofProposers responding to this RFP is practical, feasible, and appropriate.3.1Minority and/or Women Owned Business Enterprise ParticipationThe Agency(ies) is/are committed to awarding contracts to firms that are dedicated to diversityand provide high-quality services. The Agency(ies) strongly encourage(s) firms that are certified2 Impact Reporting shall mean the reporting that demonstrates how the Agency’s projects support local businesses andworkers. The Reporting shall include details on NYS small businesses, MWBEs, and SDVOBs working on projects,including their ownership and location. The Reporting shall also include Workforce reports, indicating gender,ethnicity, job titles, and salaries for all on-site contractors (as required by Article 15-A).
