Description View ChangesThis is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued separately.
The solicitation number is FY261222006. This solicitation is issued as a request for quote (RFQ) for LAN HVAC Replacement at El Paso, HQ, 4191 N. Mesa, El Paso, TX 79902.
This is a 100% Small Business Set Aside. Only offers from Small Businesses will be considered for this solicitation.
The associated North American Industry Classification System (NAICS) code is 238220 – Plumbing, Heating, and Air-Conditioning Contractors. Product of Service Code for this requirement is N041–Installation of Equipment-Refrigeration, Air Conditioning, and Air Circulating Equipment. The Small Business Administration (SBA) size standard for this sector is $19.0 Million.
Services shall be quoted ALL or NONE as per CLIN structure and SOW attached. CLIN structure needs to be returned with your quote via e-mail directly to my attention at angelica.baca@ibwc.gov.
Quotes shall be good for 90 Days.

Description: The International Boundary and Water Commission, United States Section (IBWC) requires LAN HVAC Replacement for El Paso HQ, 4191 N. Mesa, El Paso, TX 79902.

Evaluation of Offer – The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.
The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.
Technical Approach - Quote must demonstrate the technical approach by providing a narrative addressing all the items in the scope. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule.
Past Performance – Quotes shall demonstrate successful past performance of at least 3 three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project.
Offerors shall meet or exceed and specifications and scope of work of items being quoted.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.

Is the outdoor condensing unit on top of the roof? Yes
How many stories? 3 stories high and is the model corresponding to the Evaporative unit that we have in the Server room.
Are you using a third party such as Automated Logic for the BMS Controls integration? The unit is controlled from the built-in console on the evaporative unit in the server room (servicing area) not part of the Building Automation System (BMS).

The Performance Specification lists the Liebert PX023UA1A809KM PDX Air-Cooled System as a 23-ton machine. However, according to the manufacturer, this model is a 23kW unit, which is approximately 6.5 tons. Could you please confirm if the requirement is for a 23-ton or a 6.5-ton machine? The reference to a “23‑ton” system in the Statement of Work was a clerical error. The correct requirement is 23 kW. All proposed equipment must meet the performance, environmental, and operational criteria associated with a 23 kW cooling system. This correction supersedes any earlier references in the SOW. 2. Does the client require the Liebert brand specifically, or may we propose an equivalent alternative? The agency does not require the Liebert brand specifically. Equivalent alternatives are acceptable; however, all proposed substitutes must:
- Meet or exceed all technical specifications outlined in the SOW,
- Demonstrate full compatibility with existing infrastructure,
- Include supporting documentation verifying equivalency, and
- Be submitted for agency technical review. Please ensure that any proposed equipment aligns with the agency’s operational needs and long‑term support considerations. 3. The SOW in section 4. Performance Specification a “23 tons” HVAC unit but the Liebert PX023uA1A809KM model is rated at 23 kW (~6.5 tons). Please clarify are you expecting a 23 ton unit? Could you confirm the location of the electrical panel that feeds the indoor and outdoor Liebert units? The bid documents note reconnecting the new equipment to the existing electrical infrastructure, but I do not recall seeing the associated panel during the walk. The 4x4 junction box next to the Liebert unit is labeled with “Panel H1, Circuit 20,22,24 480volts” the Breaker panel H1 is in 1st floor supply room, close to West exit door. I do not have information on brakers to Condenser unit on the roof.
- The line sets specified for the new unit are the same size as the existing ones. Can you confirm whether the current lines can be reused? We understand they would still need to be properly flushed and cleaned. If replacement is required, could you provide approximate lengths from the indoor unit to the outdoor unit? - Please confirm the required electrical capacity for the new Liebert unit (MCA and MOCP).
- Based on site observations, the existing wiring appears to be sized for approximately 60 amps (#6 conductors with 3/4" conduit).
- Please confirm if the existing electrical infrastructure is adequate, or if new feeders, conduit, or breaker upgrades will be required. The Unit is connected to a Triple 50A Breaker and is supplying 480 volts. Wires and ¾ inch conduit were installed when we moved into this building somewhere around 2018/9.
