BackgroundThe Baltimore County Department of Corrections located in Towson, Maryland is requesting proposals for the provision of inmate health services to include medical, dental health, behavioral and medication for opioid use disorder services for the following facility:
Baltimore County Detention Center, (BCDC),
720 Bosley Avenue, Towson, Maryland 21204
Description of Facility
- BCDC’s average daily population for calendar year (CY) 2023 was 997 and for CY 2024 was 925.
- There are approximately 6,782 inmates received into the detention facility per year. Intakes at the BCDC occur 24 hours per day. There were 6,808 intakes for calendar year (CY) 2023 and 6,955 releases.
- The average inmate length of pre-trial stay during CY 2023 was 57 days.
- Approximately sixteen (16 %) of population are sentenced inmates.
- Approximately seventy-five (75%) of the population have behavioral health issues.
- During CY 2024 the average number of individuals with chronic health problems each month was 412
- During CY 2024 BCDC received 105 waived juveniles (average age 16 years), who have had jurisdiction waived to adult court. During that same time period, BCDC released 97. For these juveniles, there is an additional notification required under state law prior to rendering health care.
- Pursuant to Annotated Code of Maryland, Correctional Services Article, Section 9-606, notification to parents and/or guardians of juveniles concerning necessary medical treatment is required.
Description of Medical Units
There are two medical areas adjacent to one another.

One of the areas is used for medical treatment activities and consists of:

- Four (4) examination rooms.
- One (1) Dental Suite that includes: an office with space for storage of sharp instruments and autoclaving, two dental chairs, and x-ray capabilities.
- One (1) medical records office and storage room. Medical records for current and former inmates are kept in an electronic system.
- One (1) room for psychiatric consultations with telemedicine capabilities.
- Two (2) enclosed inmate holding areas (a large holding cell to hold inmates awaiting medical services and one small holding cell to hold inmates that must be separated from other inmates or used as an observation area for special inmates).
- One (1) phlebotomy room.
- One office/exam room for the Medical Director/Doctor.
- One staff restroom.

The second medical area is mostly for medical observation housing and includes:

- One (1) nurse’s station (there is a secure room for the storage of bulk sharp instruments within this area)
- One (1) dorm-like medical observation room with capacity of 6-7 patients.
- One additional nurse’s station/officer post with multiple workstations. This room includes a secure area for pharmaceuticals.
- Six (6) respiratory isolation rooms, two (2) of which are separate from the others for the possible housing of females, and one (1) of which contains a bunk bed for housing of two inmates at a time.
- Six (6) cells for housing inmates with urgent/emergent mental health concerns.
- One (1) nurse’s office.

- There are two (2) intake exam rooms for receiving screenings, located in the processing area; and 16 medical rooms throughout the facility. The medical rooms are located in each of the housing sections in the Bosley Building. These rooms are available for the use by the Health Staff to maintain confidentiality during medical encounters.
- There is an Administrative Health Suite with offices for the Health Services Administrator, Secretary, Mental Health Coordinator, four (4) mental health clinicians, Director of Nursing, and the Contract Monitor.
- In addition to these medical areas, there are two male general population housing units used for male medical and mental health special needs inmates. There is a similar housing unit for female inmates as well.
