This is a brand name specific requirement, Only MOBIL DELVAC MODERN 10W40 can be quoted for this requirement because this is the only authorized brand pursuant to USCG Engineering Advisory for 154 WPC Cutters DATED 10/6/2023. QTY: 10 P/N 127997 Mobil Delvac Modern ADV 1 0W40 full synthetic lube oil,55-gallon drums, Previous product code was 124455 which changed to product code 127997 on 1/15/2024. Current material description is Mobil Delvac Modern 10W-40 Advanced Protection Drum DRUM-M-208L.



COMBINED SYNOPSIS/SOLICITATION



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.



The solicitation number is 13958PR0000008 and is issued as a Request for Quotation (RFQ).

The solicitation provides that quotations will be evaluated using Lowest Price Technically Acceptable (LTPA) for Brand name exact item. The award will be made based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The agency will first rank quotations according to price, from lowest to highest, and will evaluate the lowest-priced quotation as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government.

It is the government’s intent to award without discussions. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
